			<content:encoded><![CDATA[<p>By Jim Harper</p><p>In public opinion research, &#8220;salience&#8221; is the word often used to describe what is at the forefront of people&#8217;s minds. Salience influences people&#8217;s responses to polls: If they&#8217;ve just thought about something, their responses will reflect what they&#8217;ve just thought about.</p>
<p>It makes sense, and it&#8217;s one of the theses of Jonathan Zaller&#8217;s public opinion reference book <em><a href="http://en.wikipedia.org/wiki/The_Nature_and_Origins_of_Mass_Opinion">The Nature and Origins of Mass Opinion</a></em>. Most people don&#8217;t hold fixed views on most matters of public debate. They merely improvise, when asked, based in part on what issues are salient for them.</p>
<p>A <em>Washington Post</em>-ABC News poll out today finds that <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/11/22/AR2010112207451.html">most people support the body scanning machines</a> the Transportation Security Administration is installing in airports. The new &#8220;enhanced&#8221; pat-downs don&#8217;t fare so well.</p>
<p>How do strip-search machines get the level of approval they do? The <a href="http://www.washingtonpost.com/wp-srv/politics/polls/postpoll_11222010.html">poll itself</a> pushes terrorism to the forefront before inquiring about TSA security measures. The first question goes to frequency of travel. The second two are:</p>
<blockquote><p>2. Are you personally worried about traveling by commercial airplane because of the risk of terrorism, or do you think the risk is not that great? (IF WORRIED) Would you say you are very worried or only somewhat?</p>
<p>3. What do you think is more important right now &#8211; (for the federal government to investigate possible terrorist threats, even if that intrudes on personal privacy); or (for the federal government not to intrude on personal privacy, even if that limits its ability to investigate possible terrorist threats)?</p></blockquote>
<p>Before being asked about strip-search machines, poll-takers hear cognates of &#8220;terror&#8221; three times, &#8220;privacy&#8221; once.</p>
<p><em>Thinking about the taste of a dirty worm squishing around in your mouth when you bite into an apple, do you think pesticide use should be increased or decreased?</em></p>

Tanner</p><p>President Obama gave what seems like his thousandth exclusive health care interview last night, <a href="http://abcnews.go.com/WN/obama-talks-abc-news-charles-gibson-health-care/story?id=9346728&amp;page=2">this one </a>to ABC News’s Charles Gibson.  In trying to sell his health care plan, the president warned that if Congress does not pass legislation controlling health care costs, the federal government “will go bankrupt.”  He also warned that unless health care is reformed, “your premiums will go up.”</p>
<p> The president is absolutely correct about that.  The only problem is that, according to the president’s own chief health care actuary, the bills that Congress is now considering do nothing to restrain either federal health care spending or total health care costs.  In fact, Rick Foster, chief actuary at the Center for Medicare and Medicaid Services (CMS) <a href="http://src.senate.gov/files/OACTMemorandumonFinancialImpactofPPAA%28HR3590%29%2812-10-09%29.pdf#page=4">says</a> that if Congress passes the bill now before the Senate, health care spending will actually increase by $234 billion more over the next 10 years than if we did nothing. </p>
<p>And, <a href="http://www.cbo.gov/ftpdocs/107xx/doc10781/11-30-Premiums.pdf">according to the Congressional Budget Office</a>, the congressional bills do little or nothing to reduce the growth in insurance premiums. Even if a bill passes, premiums will roughly double by 2016, and keep rising after that.   But for millions of Americans the bill will actually make things worse.  According to CBO, the Senate bill would actually <em>increase</em> insurance premiums by 10-13 percent for Americans who buy their insurance through the non-group market, that is those who don’t receive insurance from their employer.  Those 10-13 percent increases are over and above the increases that would occur if we did nothing.    </p>
<p>On the other hand, if the president were really serious about controlling health care costs and lowering premiums, he wouldn’t need to spend trillions of dollars and take over one-sixth of the US economy; he could try some of the ideas written about <a href="http://www.cato.org/pubs/pas/pa650.pdf">here</a>, and <a href="http://www.cato.org/pub_display.php?pub_id=10328">here</a>, and <a href="http://www.cato.org/pub_display.php?pub_id=10363">here</a>.</p>

			<content:encoded><![CDATA[<p>By David Boaz</p><p>Yes, folks, it&#8217;s the moment we&#8217;ve all been waiting for: John Stossel launches his new weekly show on the Fox Business Network Thursday evening at 8 p.m. (Even though the vaunted Fox News machine can&#8217;t seem to put a notice about it on their website, I have it on good authority that the show will go on!) Rumor is he&#8217;ll be <a href="http://www.thedailybeast.com/blogs-and-stories/2009-12-06/fitting-in-at-fox/full/">talking about Ayn Rand</a> on the first show. It&#8217;s a good time for a show about freedom and limited government &#8212; as the <a href="http://www.baltimoresun.com/entertainment/tv/bal-ae.zontv06dec06,0,5530546.story"><em>Baltimore Sun</em> says</a>, &#8220;Stossel&#8217;s new show should have no trouble finding an audience of viewers eager for a discussion about the pedal-to-the-metal pace of expansion [of government] since Barack Obama took office.&#8221;</p>
<p>Some people ask, Why give up ABC for the smaller Fox networks? (Presumably, these are not the same people who asked Stossel for years, &#8220;Why don&#8217;t you go to Fox?  They&#8217;d love you there.&#8221;) The good news is that now Stossel has an hour a week to <a href="http://www.ocregister.com/entertainment/stossel-222577-says-fox.html">talk about freedom</a> &#8212; as well as appearances on other Fox shows such as Beck and O&#8217;Reilly. His hour-long specials at ABC were excellent, and drew solid ratings, but ABC hasn&#8217;t put one on in more than a year. And even his &#8220;Give Me a Break&#8221; segments on 20/20 had become rare. So what&#8217;s the point in being part of a big but declining network that isn&#8217;t actually interested in serious political commentary? Now he&#8217;s on a smaller but growing network that wants him to do 44 hours of pointed commentary and analysis, plus contribute to other shows.</p>
<p>If you haven&#8217;t seen Stossel&#8217;s ABC specials, you need to. I can never decide which one I think is best. Of course, I&#8217;m partial to &#8220;<a rel="nofollow" href="http://www.amazon.com/Stossels-Politically-Incorrect-Guide-Politics/dp/B0028RXZF0/ref=sr_1_2?ie=UTF8&amp;s=dvd&amp;qid=1260227663&amp;sr=1-2?tag=catoinstitute-20" >John Stossel&#8217;s Politically Incorrect Guide to Politics</a>,&#8221; in which I get a bit of screen time. But &#8220;<a rel="nofollow" href="http://www.amazon.com/ABC-News-20-Greed/dp/B000VL7WSQ/ref=sr_1_6?ie=UTF8&amp;s=dvd&amp;qid=1260227726&amp;sr=1-6?tag=catoinstitute-20" >Greed</a>,&#8221; with Walter Williams, David Kelley, and Ted Turner, is great, too. And so is &#8220;Is America #1?,&#8221; featuring Tom Palmer. But there were plenty of others &#8212; &#8220;Stupid in America,&#8221; &#8220;Are We Scaring Ourselves to Death?,&#8221; &#8220;John Stossel Goes to Washington,&#8221; &#8220;Sex, Lies, and Consenting Adults.&#8221;</p>
<p>You can view some of them, including &#8220;<a href="http://freedomchannel.blogspot.com/2007/07/abc-2020-is-america-1-with-john-stossel.html">Is America #1?</a>,&#8221; at a website called Freedom Channel. And for the time being, at least, you can still watch lots of shorter Stossel videos <a href="http://abcnews.go.com/2020/StosselVideo/">at ABC News</a>.</p>
<p>But meanwhile &#8212; tell your mama, tell your pa, to watch &#8220;Stossel&#8221; this Thursday at 8 p.m. on Fox Business Channel. And note: it will repeat at 10 p.m. Friday, giving you a chance to show ABC what they lost by watching &#8220;Stossel&#8221; instead of &#8220;20/20.&#8221;</p>

			<content:encoded><![CDATA[<p>By Cato Editors</p><p><img title="uncle-sam" src="http://www.cato.org/images/homepage/homepage_items/200907_doctor3.jpg" hspace="5" align="right" />The Cato Institute will launch an <a href="http://healthcare.cato.org/campaign">ad campaign</a> Thursday highlighting under-reported poll data showing Americans’ concerns that current health care reform plans will raise costs, limit choice and reduce the quality of their health care.</p>
<p>The campaign will feature <a href="http://healthcare.cato.org/files/cato_healthcaread.pdf">full-page ads in major national newspapers</a>, in addition to radio spots focusing on why government-run health care cannot address the problems of growing costs and lack of coverage for many individuals and families. The campaign will expand in the weeks ahead.</p>
<p>&#8220;Our goal is to help the American public navigate terms like &#8216;a public plan&#8217; and &#8216;individual or employer mandates&#8217; to understand what is really happening here,&#8221; said <a href="http://www.cato.org/people/edward-crane">Ed Crane</a>, founder and president of the Cato Institute. &#8220;The bottom line is, most of the plans coming from the White House and congressional leadership will result in a government-run health care system that is really not the best option for most Americans.&#8221;</p>
<p>A <a href="http://www.washingtonpost.com/wp-srv/politics/polls/postpoll_062209.html">poll</a> by the Washington Post and ABC News conducted June 18-21 showed that 84 percent of respondents were &#8220;very&#8221; or &#8220;somewhat&#8221; concerned that &#8220;current efforts to reform the health care system&#8221; would increase their health care costs. The survey also showed that 79 percent of respondents were concerned that current efforts would limit their choices of doctors or medical treatments.</p>

<blockquote><p>Here&#8217;s a blow to President Obama and Democrats pressing health care reform.</p>
<p>One of the main arguments made by the President and others for investing in health reform now is that it will save the federal government money in the long run by containing costs.</p>
<p>Turns out that may not be the case, according to Doug Elmendorf, director of the nonpartisan Congressional Budget Office.</p>
<p>Answering questions from Democrat Kent Conrad of North Dakota at a hearing of the Senate Budget Committee today, Elmendorf said CBO does not see health care cost savings in either of the partisan Democratic bills currently in Congress.</p>
<p><em>Conrad:  Dr. Elmendorf, I am going to really put you on the spot because we are in the middle of this health care debate, but it is critically important that we get this right.  Everyone has said, virtually everyone, that bending the cost curve over time is critically important and one of the key goals of this entire effort.  From what you have seen from the products of the committees that have reported, do you see a successful effort being mounted to bend the long-term cost curve?</em></p>
<p><strong>Elmendorf:  No, Mr. Chairman.  In the legislation that has been reported we do not see the sort of fundamental changes that would be necessary to reduce the trajectory of federal health spending by a significant amount.  And on the contrary, the legislation significantly expands the federal responsibility for health care costs. </strong></p></blockquote>

			<content:encoded><![CDATA[<p>By David Boaz</p><p>A <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/06/22/AR2009062202000.html?hpid=moreheadlines">new <em>Washington Post</em>-ABC News poll </a>again shows that voters prefer &#8220;smaller government with fewer services&#8221; to &#8220;larger government with more services&#8221;:</p>
<blockquote><p>Obama has used the power and financial resources of the federal government repeatedly as he has dealt with the country&#8217;s problems this year, to the consternation of his Republican critics. The poll found little change in underlying public attitudes toward government since the inauguration, with slightly more than half saying they prefer a smaller government with fewer services to a larger government with more services. Independents, however, now split 61 to 35 percent in favor of a smaller government; they were more narrowly divided on this question a year ago (52 to 44 percent), before the financial crisis hit.</p></blockquote>
<p>The <em>Post</em> calls a 54 to 41 lead for smaller government &#8220;barely more than half,&#8221; which is fair enough, though it&#8217;s twice as large as Obama&#8217;s margin over McCain. It&#8217;s also twice as large as the margin the <em>Post</em> found in the same poll in November 2007.</p>
<p>I’ve always thought the “smaller government” question is incomplete. It offers respondents a benefit of larger government–”more services”–but it doesn’t mention that the cost of “larger government with more services” is higher taxes. The question ought to give both the cost and the benefit for each option. A few years ago a Rasmussen poll did ask the question that way. The results were that 64 percent of voters said that they prefer smaller government with fewer services and lower taxes, while only 22 percent would rather see a more active government with more services and higher taxes. A similar poll around the same time, without the information on taxes, found a margin of 59 to 26 percent. So it’s reasonable to conclude that if you remind respondents that “more services” means higher taxes, <a href="http://www.cato-at-liberty.org/2007/11/08/libertarian-voters-hiding-in-the-post-poll/">the margin by which people prefer smaller government rises by about 9 points. </a>So maybe the margin in this poll would have been something like 59 to 37 if both sides of the question had been presented.</p>
