Actually We Aren’t Running the World
Bloggers have already noted the most glaring problems with Arthur Brooks, Edwin Feulner and Bill Kristol’s Monday Wall Street Journal op-ed, “Peace Doesn’t Keep Itself,” which worries that conservatives are figuring out that trying to run the world is not conservative.
The op-ed pretends that the fact that defense spending isn’t the largest cause of the deficit means it isn’t a cause of the deficit. It obscures the fact that we spend more on defense than we did in the Cold War by counting the defense budget as a portion of the economy without noting the latter has grown faster than the former.
So I can limit myself to less obvious angles. The first is that neoconservatives like Kristol are for increasing the defense budget no matter what. For them the military is basically an expression of national awesomeness (to use an academic term). Enemies and other details, like what we spend already, come up mainly in the justification phase.
In 2000, when U.S. defense spending was nearly $180 billion lower than today—excluding the wars and adjusting for inflation—Bill Kristol and Robert Kagan wanted to increase defense spending by $60 to $100 billion a year. After September 11, they called for a “large” and “substantial” increase. Having got that and then some, Kristol, at least, wants even more. The neoconservative appetite for military spending is insatiable because their militarism is.
Second, I want to pick on one point the op-ed makes because it is both wrong and widely believed: “Global prosperity requires commerce and trade, and this requires peace. But the peace does not keep itself.”
Striking Findings from the New Chicago Council Public Opinion Survey
I was privileged last night to get an advance look at the Chicago Council on Global Affairs’ new study on public opinion. I was struck by several things.
First, the report reflects a strong desire to get our own house in order. Asked the question whether it “is more important at this time for the United States to fix problems at home or address challenges to the United States from abroad,” a stunning 91 percent selected the former, with only 9 percent pointing to the latter. (In 2008 the numbers were 82-17.)
That said, there is not as much appetite for cutting the defense budget as I would like to see:
When asked whether defense spending should be expanded, kept about the same, or cut back, 43 percent of Americans prefer to keep spending about the same as it is now, a steady position since 2004, with 30 percent saying expand and 27 percent saying cut back. At the same time, Americans do recognize the need for moderation if federal budget cuts are necessary to reduce the deficit. When asked whether the defense budget should be cut along with other programs in an effort to address the federal budget deficit, a majority (58%) favors at least some cuts—less than other programs (29%), about the same as other programs (20%), and greater than other programs (9%). A substantial number (41%), however, say defense should not be cut at all. Along with the 29% who say it should be cut less than other programs, there is a considerable majority that clearly sees defense spending as a high priority.
Second, the report does a good job of highlighting the fact that although a historically high number of Americans (49%) agree with the idea that America should “mind its own business internationally and let other countries get along the best they can on their own,” this is not, as it is frequently advertised, “isolationism.” One needs to define what “our own business” is before one can characterize such a belief.
But perhaps the most striking findings, to my mind, pertained to the U.S.-Israel relationship. On a general question regarding whether various other countries are “very important” to the United States, Israel fell 7 points from the 2008 figure (from 40 percent to 33 percent), but every country except China suffered a decline, except Iraq, South Korea, and Turkey, which stayed the same. But the report asked a number of specific questions pertaining to Israel–and U.S. policy toward Iran–that produced answers that were surprising to me:

The Secretary of Defense gave a good speech over the weekend at the Eisenhower library. Gates used the occasion to evoke Eisenhower and call for discipline in defense spending. But he didn’t really mean it.
The speech makes excellent points about how our military’s size long ago ceased to have anything to do with our potential enemies. He pointed out that the non-war defense budget has grown by about half since September 11 and that country’s current fiscal circumstance means that that growth has got to slow.
But the speech shows no indication that Gates wants to cut defense spending. It isn’t even clear that he has changed his view that defense spending should grow by about 2% annually no matter what happens in the world. He claims that while defense secretary he has canceled programs worth $330 billion in their lifetime. True, but they were replaced by other programs, and the budgets Gates has sent to the Hill have been bigger each year in real terms. A cynical take is that Gates is trying to preempt calls for defense cuts by acting as if roughly flat budgets require great discipline.
What’s really going on here is that the cost of the current defense program is growing so fast that you need large annual increases just to keep what you have. The main cause is rapid growth in the cost of operations and maintenance and personnel. Those accounts are squeezing others (research, development and procurement) needed for new vehicles and weapons. Last year, Gates responded to that pressure by proposing cuts in procurement spending. People treated him like a revolutionary for doing so, but he was just balancing his books. Now that the worst white elephant programs are gone (with several glaring exceptions), Gates is pushing the services to cut overhead costs and shift the saving into procurement. And he is telling them to buy more cheap platforms by controlling requirements creep. Same price, better product. End of story.
The point Gates missed about Eisenhower is that he used strategy to limit spending. The New Look was an air force-first strategy that limited army and navy spending, much to the chagrin of those services. Gates’ enthusiasm for counter-insurgency wars has not lead him to propose cutting the navy and air force budgets to fund the super-sized ground forces one needs for such missions. His official strategy shows little inclination for hard choices.
Real reductions in military spending require reductions in the ambitions it serves. A cheaper military means doing less. This administration has shown no interest in that. Maybe the fiscal situation will force them to reconsider.
The Pentagon Shouldn’t Get a Pass
Today’s Politico includes an op ed that I co-authored with Heather Hurlburt of the National Security Network. It was the first time that the two of us collaborated, and I was very pleased with the end result. Most of the clever turns of phrase are Heather’s including the title, “The Wrong Manhood Test.” And I’m grateful to Harrison Moar and Charles Zakaib for helping me on Monday to sift through the gargantuan defense budget, and pull out the relevant facts.
Heather and I don’t agree on everything. We faced off at Bloggingheads.tv several months ago to discuss my book, The Power Problem, and I’m sure that we’ll continue to spar from time to time in the future. But the bottom line from the op ed is this:
…because our national security rests on our economic health as well as on the strength of our military, a liberal and a libertarian can agree that the Pentagon should no longer get a pass. Congress must stop funding projects to satisfy parochial domestic interests. The Pentagon must stop buying weapons systems that are already outdated, unworkable or both. And the administration must carefully define our vital security interests, reshape our grand strategy to more equitably distribute the burdens of policing the globe and reduce the occasions when our military will be called on to fight.
There is more than enough blame to go around. Congress is already girding for battle over some pet projects singled out for elimination or cut backs, including the C-17 transport and the additional engine for the F-35 Joint Strike Fighter. The Pentagon continues to plan for contingency operations around the world, and assumes that the U.S. security umbrella will remain open over Europe and East Asia for the indefinite future. And the White House has signaled (they have yet to formally produce a national security strategy) that while it would like the allies to help out, it doesn’t want them to get too capable. The governing assumption, therefore, is that, as the just-released QDR explains,
America’s interests and role in the world require armed forces with unmatched capabilities and a willingness on the part of the nation to employ them in defense of our interests and the common good.
The time for finger pointing over the Pentagon’s budget is over. If we can’t address the obvious inefficiencies and waste in military procurement, then when can we? If we can’t today envision a time in the future when other countries will play a larger role in their own defense, then will we ever? “If the Department of Defense can’t figure out a way to defend the United States on a budget of more than half a trillion dollars a year,” in Bob Gates’s immortal words, “then our problems are much bigger than anything that can be cured by buying a few more ships and planes.” (h/t Justin Logan)
Amen to that. So let’s stop defining our security by the number of ships and planes that we buy, and start thinking about ways to responsibly contain, and ultimately bring down, military spending.

Forget the QDR
There is a lot not to like about the Quadrennial Defense Review, which comes out today (the National Journal posted a leaked copy Friday). Like past QDRs, this one uses vague, trendy ideas about international relations to inflate threats and justify our massive defense budget. As usual, we hear the evidence-free claims that non-state actors are getting more powerful and that the world is getting more complex and unpredictable (“change continues to accelerate”). I believe that states are hanging onto or even gaining power relative to other sorts of social organizations and that the world is no less predictable than it was in 1900 or 1950. The QDR also says that climate change is a national security problem. That’s a popular line, which as near as I can tell is a marketing gimmick. Then there the usual tripe about how great our alliances are, how strategic every country with a Marine in it is, how terrific interagency cooperation is, and so forth.
The good news is that it doesn’t really matter. Newspapers confuse the QDR with law, but it is closer to PR. It’s like a particularly important speech. It sells what Secretary of Defense is selling and justifies what the Department of Defense does. Because it comes in part from agencies it is supposed to guide, it rationalizes rather than leads. Because it is largely a consensus document, it says only what half of the Pentagon can agree on—various strains of mush. Can anyone explain what past QDR’s have accomplished? I think nothing. Sure, there are interesting tidbits about forces structure plans, but these are in the budget documents too. At best it causes DoD to justify itself, giving us analysts something to argue about.
The administration’s proposed defense budget, also being released today, matters much more to policy. It reveals more about the nation’s defense strategy than the vacuous documents that purport to do so.
Policy types love strategy documents because they are mostly technocratic idealists. They want government polices to be made by rational processes that reveal national interests, which are then laid out in plans like the QDR. They want policy to be like science. But democratic government is the push and pull of competing ideologies and interests. Public plans or strategies are part of that process. Congress should thank DoD for these mind-numbing 120 pages, throw them away, and focus on the budget.
