Our ‘Reassured’ Allies

Justin Logan beat me to the punch, but Robert Kagan and Dan Blumenthal’s op-ed in the Washington Post warrants more than just one comment. Kagan and Blumenthal fret that the Obama administration’s policy of “strategic reassurance” is sure to fail. Aimed at encouraging Russia and China, especially, to cooperate with the United States in dealing with a number of common threats, the two predict that the policy will succeed only in making “American allies nervous.”

Maybe that wouldn’t be such a bad thing. Not that we should go around making our allies nervous just for the heck of it, but I worry that our allies have grown, well, too comfortable with the current state of affairs in which American taxpayers and American troops bear a disproportionate share of the costs of securing global peace and prosperity.

And who can blame them? From the perspective of our allies in East Asia (chiefly the Japanese and the South Koreans), and for the Europeans tucked safely within NATO, getting the Americans to pay the costs, and assume the risks, associated with policing the world is a pretty good gig.

The same Robert Kagan made this point explicitly, if somewhat crudely, in his book Of Paradise and Power, when he cast the United States in the heroic role as sheriff, while our wealthy allies were portrayed as cowardly, sniveling townspeople, or, worse, saloon keepers who benefited from the protection of the Americans while selling booze to the bad guys.

For at least two decades, we have adopted a strategy designed to comfort our allies. Our goal has been to discourage them from taking prudent steps to defend themselves. Many Americans are beginning to appreciate just how short-sighted this policy was, and is. Such military capabilities might have proved useful in Afghanistan, for example, and they might ultimately serve a purpose in checking Russian and Chinese ambitions, which would be particularly important if these two countries prove as aggressive as Kagan and Blumenthal claim.

Instead, we have a group of militarily weak and comfortable allies who spend a fraction of what Americans spend on defense, and who can muster political will with respect to foreign policy only when it entails criticizing the United States for not doing enough. In other words, we are reaping what we sowed.

PATRIOT Powers: Roving Wiretaps

Last week, I wrote a piece for Reason in which I took a close look at the USA PATRIOT Act’s “lone wolf” provision—set to expire at the end of the year, though almost certain to be renewed—and argued that it should be allowed to lapse. Originally, I’d planned to survey the whole array of authorities that are either sunsetting or candidates for reform, but ultimately decided it made more sense to give a thorough treatment to one than trying to squeeze an inevitably shallow gloss on four or five complex areas of law into the same space. But the Internets are infinite, so I’ve decided I’d turn the Reason piece into Part I of a continuing series on PATRIOT powers.  In this edition: Section 206, roving wiretap authority.

The idea behind a roving wiretap should be familiar if you’ve ever watched The Wire, where dealers used disposable “burner” cell phones to evade police eavesdropping. A roving wiretap is used when a target is thought to be employing such measures to frustrate investigators, and allows the eavesdropper to quickly begin listening on whatever new phone line or Internet account his quarry may be using, without having to go back to a judge for a new warrant every time. Such authority has long existed for criminal investigations—that’s “Title III” wiretaps if you want to sound clever at cocktail parties—and pretty much everyone, including the staunchest civil liberties advocates, seems to agree that it also ought to be available for terror investigations under the Foreign Intelligence Surveillance Act. So what’s the problem here?

On What Larger Theory Is Neoconservatism Based?

There have been some interesting writings coming out of AEI’s new Center for Defense Studies recently.  On Friday, Daniel Blumenthal offered some thoughts on China.  In the course of making the case that Chinese leaders should realize that we are not trying to contain China, he wrote the following:

Blumenthal- Daniel-150If countries acted in accordance with rational actor theories of political science, the Chinese would be pretty well assured that we are not going to contain it. We have made clear across administrations that we welcome China’s rise as a great power and urge it to act as a responsible one.

But countries do not act in accordance with political science theories.

Later in the piece, he wrote the following:

China is not the only country that is rising. So is India. But we do not worry about India’s rise. That is because India is a democracy. Almost everything it does is transparent to us.   We share liberal values with India, including the desire to strengthen the post-World War II liberal international order of open trade and investment and the general desire among democracies to settle internal and external disputes peacefully and democratically. The fact that China is not a democracy matters greatly as it rises. It makes its rise more disruptive as countries have to divine its intentions and observe the gap between its rhetorical policy of a “Peaceful Rise” and some of its actions that are inconsistent with a peaceful rise.

He closed thusly:

Wouldn’t it be nice if China got on board with all the post-modern, feel-good notions about international politics put forth by the Obama Administration? In the 21st century, says the Obama team, all countries have common interests in confronting transnational issues like climate change and proliferation. Sorry guys, those who lead China think 21st century international politics will look more or less like it did in the past. They favor good old fashioned power politics. Unfortunately for Obama, that forces us to do the same.

There’s an awful lot of interesting stuff going on here.  First, Blumenthal’s claim that “countries do not act in accordance with political science theories” is strangely incoherent.  As his second and third quotes above make clear, Blumenthal has a political science theory–two actually.

Prosecutors Should Not Be Allowed to Fabricate Evidence

In 1977, county attorney David Richter and assistant county attorney Joseph Hrvol worked side by side with police to investigate and “solve” the notorious murder of a former police officer in Pottawattamie County, Iowa. The prosecutors fabricated evidence and used it to charge and convict Curtis McGhee and Terry Harrington, sending them to prison for 25 years.

After the convictions were overturned for prosecutorial misconduct, McGhee and Harrington sued the county and prosecutors. The defendants in that civil suit invoked the absolute immunity generally afforded prosecutors to try to escape liability. After the Eighth Circuit ruled against them, the Supreme Court agreed to review the case.

On Friday, Cato joined the National Association of Criminal Defense Lawyers and the ACLU on a brief supporting the men unjustly imprisoned. We argue that prosecutors should be responsible for their role in manufacturing a false “case,” just as police officers would be under the same circumstances. As the Court has held, prosecutors enjoy absolute immunity only during the prosecutorial phase of a case, not its investigatory phase. Were prosecutors to receive absolute immunity here, citizens would have no protection from or recourse against prosecutors who frame the innocent by fabricating evidence and then using that evidence to convict them.

Bagram, Habeas, and the Rule of Law

Andrew C. McCarthy has an article up  at National Review criticizing a recent decision by Obama administration officials to improve the detention procedures in Bagram, Afghanistan.

McCarthy calls the decision an example of pandering to a “despotic” judiciary that is imposing its will on a war that should be run by the political branches. McCarthy’s essay is factually misleading, ignores the history of wartime detention in counterterrorism and counterinsurgency, and encourages the President to ignore national security decisions coming out of the federal courts.

Sticking Around Afghanistan Forever?

I’ll confess one of the arguments that I’ve never understood is the claim that the U.S. “abandoned” Afghanistan after aiding the Mujahadeen in the latter’s battle against the Soviet Union.  Yet Secretary of Defense Robert Gates apparently is the latest proponent of this view.

Reports the Washington Post:

Defense Secretary Robert M. Gates said in an interview broadcast this week that the United States would not repeat the mistake of abandoning Afghanistan, vowing that “both Afghanistan and Pakistan can count on us for the long term.”

Just what does he believe we should have done?  Obviously, the Afghans didn’t want us to try to govern them.  Any attempt to impose a regime on them through Kabul would have met the same resistance that defeated the Soviets.  Backing a favored warlord or two would have just involved America in the ensuing conflict. 

Nor would carpet-bombing Afghanistan with dollar bills starting in 1989 after the Soviets withdrew have led to enlightened, liberal Western governance and social transformation.  Humanitarian aid sounds good, but as we’ve (re)discovered recently, building schools doesn’t get you far if there’s little or no security and kids are afraid to attend.  And a half century of foreign experience has demonstrated that recipients almost always take the money and do what they want — principally maintaining power by rewarding friends and punishing enemies.  The likelihood of the U.S doing any better in tribal Afghanistan as its varied peoples shifted from resisting outsiders to fighting each other is a fantasy.

The best thing the U.S. government could do for the long-term is get out of the way.  Washington has eliminated al-Qaeda as an effective transnational terrorist force.  The U.S. should leave nation-building to others, namely the Afghans and Pakistanis.  Only Afghanistan and Pakistan can confront the overwhelming challenges facing both nations.

Senate Votes to End Production of F-22 Raptor

As I have written previously, President Obama and the members of Congress who voted to kill funding for the F-22 did the right thing.

The Washington Post reports:

The Senate voted Tuesday to kill the nation’s premier fighter-jet program, embracing by a 58 to 40 margin the argument of President Obama and his top military advisers that more F-22s are not needed for the nation’s defense and would be a costly drag on the Pentagon’s budget in an era of small wars and counterinsurgency efforts.

While this vote marks a step in the right direction, the fight isn’t over. The F-22’s supporters in the House inserted additional monies in the defense authorization bill, and the differences will need to be reconciled in conference. But the vote for the Levin-McCain amendment signals that Congress will take seriously President Obama and Secretary Gates’ intent to bring some measure of rationality to defense budgeting.

The Raptor’s whopping price tag— nearly $350 million per aircraft counting costs over the life of the program— and its poor air-to-ground capabilities always undermined the case for building more than the 187 already programmed.

In the past week, Congress has learned more about the F-22’s poor maintenance record, which has driven the operating costs well above those of any comparable fighter. And, of course, the plane hasn’t seen action over either Iraq or Afghanistan, and likely never will.

Beyond the F-22 and the Joint Strike Fighter, we need a renewed emphasis in military procurement on cost containment. This can only occur within an environment of shrinking defense budgets. Defense contractors who are best able to meet stringent cost and quality standards will win the privilege of providing our military with the necessary tools, but at far less expense to the taxpayers. And those who cannot will have to find other business.

Appointing Another Supreme Commander of NATO

The Obama administration has just carried out one of its standard rituals — choosing a new commander of NATO.  But why are we still in NATO?

Reports the New York Times:

When Adm. James G. Stavridis took over the military’s Southern Command in late 2006, his French was excellent but he spoke no Spanish. Not content to rely on interpreters, he put himself on a crash course to learn the language.

Over the next three years, his fluency was measured not only in the high-level meetings he conducted in the native tongue of his military hosts. He also read the novels of Gabriel García Márquez, the Nobel laureate from Colombia, in the original rich and lyrical Spanish.

Now Admiral Stavridis’s boss, Defense Secretary Robert M. Gates, has given him a new assignment, which starts Tuesday.

“Jim must also learn to speak NATO,” Mr. Gates said.

As the new American and NATO commander in Europe, Admiral Stavridis, 54, becomes the first naval officer appointed to a position previously held by famed ground-warfare generals.

It is two jobs in one, as he oversees all American forces under the United States European Command and — far more important today — serves as the supreme allied commander, Europe, NATO’s top military position. He takes the NATO command as the future viability of the alliance is tested by whether he can rally members to make good on their promises to the mission in Afghanistan.

Adm. Stavridis obviously is a talented officer.  Alas, his chance of winning more meaningful support from the Europeans for the mission in Afghanistan is nil.  The Europeans don’t want to fight, especially in a conflict which they don’t view as their own.

But the most important question these days should be:  why does NATO still exist — at least, a NATO dominated by America?  No one, not even Russia, threatens “Old Europe.” 

Moreover, Europe is well able to defend itself.  The continent has a collective GDP more than ten times that of Russia, and even larger than that of America.  Europe’s population, too, is bigger than those of both Russia and the U.S.  The Europeans needed America’s military aid during the Cold War.  But no longer.

What of the Eastern Europeans, who worry more about Moscow?  We should wish them well, but we have no cause to threaten war on their behalf.  Security guarantees should not be distributed like party favors, inexpensive gifts for friends and acquaintances alike.  Rather, security guarantees should be issued to defend America.  It is hard to make the argument that, say, Albania, is relevant to America’s security, let alone vital to it.  Two decades after the end of the Cold War, we should start reshaping our alliance commitments to reflect our vital interest.

Finally, an Ally That Doesn’t Wait for America

Washington’s willingness to toss security guarantees about the globe like party favors has encouraged other nations to do little for their own defense.  From the European, Japanese, and South Korean standpoint, why spend more when the Americans will take care of you?

But it looks like Australia takes a different view, and is willing to do more to defend itself and its region.  Reports the Daily Telegraph:

The latest defence White Paper recommends buying 100 advanced F-35 jet fighters and 12 powerful submarines equipped with cruise missiles, a capability which no other country in the region is believed to possess.

The “potential instability” caused by the emergence of China and India as major world powers was cited as the most pressing reason for this military build-up. In particular, Australian defence planners are believed to be concerned about China’s growing naval strength and America’s possible retreat as a global power in the decades ahead.

Chinese officials say their country’s growing power threatens no-one. Behind the scenes, Beijing is thought to be unhappy about Australia’s White Paper, with one Chinese academic saying it was “typical of a Western Cold War mentality”.

But the Chinese navy has almost doubled the number of secret, long-distance patrols conducted by its submarines in the past year. The reach of its navy is extending into Australian waters. China is also acquiring new amphibious assault ships that can transport a battalion of troops.

So instead of calling Washington to deal with Beijing, the Australians are building up their own navy.  Novel approach!  Now, how can we implant a bit of the Aussie character in America’s other friends around the globe?

Fixing Detention

The Obama administration performed another Friday afternoon Guantanamo news dump last week, indicating that it will probably maintain administrative military detention of combatants under a forthcoming executive order.

This is unnecessary executive unilateralism. As Benjamin Wittes and Jack Goldsmith point out in today’s Washington Post, this is a debate that ought to be held in Congress.

This would not be a tough push for Obama. The Obama administration already amended its claim of authority in a filing with the District Court for the District of Columbia, the judicial body sorting through the detainees remaining at Gitmo. Convincing Congress to ratify this decision should not be hard; the differences between the Bush administration’s “enemy combatant” criteria and what the Obama administration defines as “substantially supporting” Al Qaeda and the Taliban are minute. As I wrote in a previous post on detention definitions and decisions, the actions proscribed under these two standards and the activities constituting the “direct participation in hostilities” standard used in the case of Salim Hamdan are nearly identical.

The only positive news about the pending announcement is that the creation of a national security court specializing in detention decisions is probably not in the cards. As I have said before, national security court proposals play the propaganda game the way terrorists want to and often revive the prospect of domestic preventive detention of terror suspects, to include American citizens who would otherwise be charged with a substantive crime for domestic acts. The Cato Institute filed an amicus brief opposing this practice in the Padilla case.

Federal University

There is no official word on this yet, but according to Inside Higher Ed the Obama Administration is putting the finishing touches on a proposed “National Skills College” that will include federally designed — and owned — courses:

The funds envisioned for open courses — $50 million a year — may be small in comparison to the other ideas being discussed. But in proposing that the federal government pay for (and own) courses that would be free for all, as well as setting up a system to assess learning in those courses, and creating a “National Skills College” to coordinate these efforts, the plan could be significant far beyond its dollars.

Darn right it could be significant! Washington would for all intents and purposes be on the way to creating a federal university, and not one like the service academies that is constitutionally justifiable under federal defense powers. No, this one would be completely and utterly unconstitutional, and would unfairly compete with lots effective private — including for-profit – institutions. And, of course, there’s the little matter of how this would be paid for.

He Is the Very Model of a Modern Right-Wing Foreign Policy Thinker

Jim Lobe points us to the thoughts of Andrew McCarthy, a fellow at the Foundation for the Defense of Democracies, on Barack Obama’s reticence to urge other people to spill their blood in Iran.  A few choice bits below:

As Lobe notes, this prompted a rare “that’s over the line” type response from National Review editor Rich Lowry, but McCarthy is having none of it.  Instead, McCarthy says that by no means were his earlier remarks out of bounds, and argues that Obama is going to transform the United States into the sort of country that the Islamic Republic will be fond of.

That’s the sort of calm, reasoned debate we’ve come to expect from the establishment Right.  I’m trying to think, which conservative thinker does this sort of thing finds its lineage in?  Burke?  Kirk?  Carl Schmitt?  It’s tough to say.

Who Said “No Comment”?

In this morning’s Washington Post, former Deputy Secretary of Defense Paul Wolfowitz has some advice for the Obama administration regarding the protests in Iran:

[T]he reform the Iranian demonstrators seek is something that we should be supporting. In such a situation, the United States does not have a “no comment” option. Coming from America, silence is itself a comment — a comment in support of those holding power and against those protesting the status quo.

I just did a quick search on www.WhiteHouse.gov, and I did not find the words “no comment” as it pertains to the Iranian elections. I did, however, find two statements on the protests by President Obama:

I am deeply troubled by the violence that I’ve been seeing on television.  I think that the democratic process — free speech, the ability of people to peacefully dissent — all those are universal values and need to be respected.  And whenever I see violence perpetrated on people who are peacefully dissenting, and whenever the American people see that, I think they’re, rightfully, troubled.

and

I think it would be wrong for me to be silent about what we’ve seen on the television over the last few days. And what I would say to those people who put so much hope and energy and optimism into the political process, I would say to them that the world is watching and inspired by their participation…

and

[P]articularly to the youth of Iran, I want them to know that we in the United States do not want to make any decisions for the Iranians, but we do believe that the Iranian people and their voices should be heard and respected.

[W]hen I see violence directed at peaceful protestors, when I see peaceful dissent being suppressed, wherever that takes place, it is of concern to me and it’s of concern to the American people. That is not how governments should interact with their people.

and

I do believe that something has happened in Iran where there is a questioning of the kinds of antagonistic postures towards the international community that have taken place in the past, and that there are people who want to see greater openness and greater debate and want to see greater democracy. How that plays out over the next several days and several weeks is something ultimately for the Iranian people to decide. But I stand strongly with the universal principle that people’s voices should be heard and not suppressed.

So, President Obama has not been silent, and he has never said “no comment.”

. . . But What Is “Cyber”?

Cyberwar. Cyberdefense. Cyberattack. Cybercommand.

You run across these four words before you finish the first paragraph of this New York Times story (as reposted on msnbc.com). It’s about government plans to secure our technical infrastructure.

When you reach the end of the story, though, you still don’t know what it’s about. But you do get a sense of coming inroads against Americans’ online privacy.

The problem, which the federal government has assumed to tackle, is the nominal insecurity of networks, computers, and data. And the approach the federal government has assumed is the most self-gratifying: “Cyber” is a “strategic national asset.” It’s up to the defense, intelligence, and homeland security bureaucracies to protect it.

But what is “cyber”?

With the Internet and other technologies, we are creating a new communications and commerce “space.” And just like the real spaces we are so accustomed to, there are security issues. Some of the houses have flimsy locks on the front doors. Some of the stores leave merchandise on the loading docks unattended. Some office managers don’t lock the desk drawers that hold personnel files. Some of the streets can be too easily flooded with water. Some of the power lines can be too easily snapped.

These are problems that should be corrected, but we don’t call on the federal government to lock up our homes, merchandise, and personnel files. We don’t call on the federal government to fix roads and power lines (deficit “stimulus” spending aside). The federal government secures its own assets, but that doesn’t make all assets a federal responsibility or a military problem.

As yet, I haven’t seen an explanation of how an opponent of U.S. power would use “cyberattack” to advance any of its aims. If it’s even possible, which I doubt, taking down our banking system for a few days would not “soften up” the country for a military attack. Knocking out the electrical system in one region of the country for a day wouldn’t let Russia take control of the Bering Strait. Shutting down Americans’ access to Google Calendar wouldn’t advance Islamists’ plans for a worldwide Muslim caliphate.

This is why President Obama’s speech on cybersecurity retreated to a contrived threat he called “weapons of mass disruption.” Fearsome inconvenience!

The story quotes one government official as follows:

“How do you understand sovereignty in the cyberdomain?” General Cartwright asked. “It doesn’t tend to pay a lot of attention to geographic boundaries.”

That’s correct. “Cyber” is not a problem that affects our sovereignty or the integrity of our national boundaries. Thus, it’s not a problem for the defense or intelligence establishments to handle.

The benefits of the online world vastly outstrip the risks – sorry Senator Rockefeller. With those benefits come a variety of problems akin to graffiti, house fires, street closures, petit theft, and organized crime. Those are not best handled by centralized bureaucracies, but by the decentralized systems we use to secure the real world: property rights, contract and tort liability, private enterprise, and innovation.

O’Hanlon on Defense

Maybe you have wondered, is it possible to get an op-ed published in the Washington Post advocating increased US defense spending without any mention of the enemies the defense budget is meant to defend us against or the wars we might fight with them?  Yes! Michael O’Hanlon proves it.

He says: 1. The Pentagon needs two percent annual growth above inflation to maintain its current plans. 2. Therefore the zero percent real growth the Obama administration plans for the next five years is unwise and we need to add $150 billion over that period.

The first part is reasonable, but why should the Pentagon maintain all its current programs? O’Hanlon doesn’t say. What the article amounts to is an argument for higher defense spending because defense spending is expensive. That is not persuasive.

Also omitted is that fact that O’Hanlon is repeating the Secretary of Defense’s view. Here’s what Robert Gates said on April 7.

I don’t think that the department can sustain the programs that we have with flat growth. And therefore I believe that we need at least 2 percent real growth going forward.

Here’s O’Hanlon:

For the Defense Department to merely tread water, a good rule of thumb is that its inflation-adjusted budget must grow about 2 percent a year (roughly $10 billion annually, each and every year)…we need roughly 2 percent real growth per year, while Obama offers zero.

The zero percent real growth in defense spending figure that O’Hanlon takes issue with is from budget charts prepared by OMB. Time will tell whether that, Gates’ view, or something else becomes policy.  So it appears that O’Hanlon, knowingly, one hopes, is taking Gates’ view in an intramural Obama administration squabble. I’d say that’s worth knowing when you read this article.

How to Encourage Terrorists

The news yesterday that a Guantanamo detainee has been moved to New York to stand trial struck me with bemusement.

The Obama administration has apparently determined that it can roll over opposition to bringing detainees into the country for trial and imprisonment. Arguments against doing so are fear-based pap, and political losers.

House Minority Leader John Boehner has not failed to provide. He said in a statement:

This is the first step in the Democrats’ plan to import terrorists into America. . . . . There are more than 200 of the world’s most dangerous men held at the Guantanamo Bay prison. Does the Administration plan to transfer all of them into our nation in this way?

Boehner’s apparent aim was to make political gains by appealing to the fears of a domestic U.S. audience, suggesting that President Obama is not safeguarding the country. He – and most U.S. politicians today – are “on tilt” about terrorism, playing to a “base” of caterwauling Islamophobes while the bulk of the American public looks on bewildered and disappointed.

But put aside domestic audiences. Think of what Boehner’s comment signals to international audiences, particularly, say, disaffected men in the Middle East: Americans are scared to death of terrorists. Just sitting in Guantanamo can make you “one of the world’s most dangerous men” to U.S. political leaders. Swathe yourself with the Al Qaeda brand and you can become a global menace. Boehner’s fear of terrorists encourages opponents of the U.S. to adopt terrorism as a tool against us.

Over the long haul, exhibiting bravery in the face of terrorism will tend to discourage it. Being brave is desirable and politically popular. Minority Leader Boehner has Republicans looking weak and scared in the face of terrorism and – having been ignored by Obama – politically weak too.

America’s Power Problem

Numerous polls show that Americans want to reduce our military presence abroad, allowing our allies and other nations to assume greater responsibility both for their own defense and for enforcing security in their respective regions.

But why haven’t we done so?

In his new book, The Power Problem, Christopher A. Preble contends that the vast military strength of the United States has induced policymakers in Washington to broaden the perception of the “national interest,” and ultimately to commit ourselves to the impossible task of maintaining global order.

Preble holds that the core national interest — preserving American security — is easily defined and largely immutable. In his view, military power is purely instrumental: if it advances U.S. security, then it is fulfilling its essential role.

Preble spoke at Cato about what we views as the proper role of the United States in the world.

The GOP Is Not Serious about Cutting Down Spending

A month ago, President Obama issued a list of proposed spending cuts that I dismissed as “unserious” due to the fact that they were trivial when compared to his proposed spending and debt increases.  Today, the House Republican leadership released a list of proposed spending cuts.

I’d love to say I’m impressed, but I can’t.

Both proposals indicate that neither side of the aisle grasps the severity of the country’s ugly fiscal situation, or at least has the guts to do anything concrete about it.

The GOP proposal claims savings of more than $375 billion over five years, the bulk of which ($317 billion) would come from holding non-defense discretionary spending increases to no more than inflation over the next five years.

First, it should be cut — period.  Second, non-defense discretionary spending only amounts to about 17% of all the money the federal government spends in a year, so singling out this pot of money misses the bigger picture.  At least, defense spending, which is almost entirely discretionary, should be included in any cap.  But it has become an article of faith in the Republican Party that reining in defense spending is tantamount to putting a white flag in the Statue of Liberty’s hand.

The second biggest chunk of savings would come from directing $45 billion in repaid TARP funds to deficit reduction instead of allowing the money to be used for further bailing out.  That’s a sound idea as far it goes, but I can’t help but point out that the signatories to the document, House Republican Leader John Boehner and Minority Whip Eric Cantor, voted for the original $700 billion TARP bailout. Proposing to rescind the Treasury’s power to release the remaining funds, about $300 billion I believe, should have been included.

According to the proposal, the rest of the cuts and savings comes out to around $25 billion over five years.  Like the specific cuts in the president’s proposal, they’re all good cuts.  But the president detailed $17 billion in cuts for one year and I generously called it “measly.”  What am I to call the House Republican leadership specifying $5 billion a year in cuts?

Pakistani Nukes: The Solution or the Problem?

The New York Times writes up the revelation that Pakistan is rapidly expanding its nuclear weapons arsenal.  Congressmen and Senators, we’re told, are worried that US military aid might be diverted to this purpose.

Two points here.

1. Insofar as we are giving money to Pakistan, it probably doesn’t matter much if we restrict it to our priorities. Money is fungible — by funding something Pakistan might have paid for itself, we free its funds for other priorities. Maybe it’s the case that the Pakistanis view aid that US gives them for counterinsurgency and counterterrorism capability as purely wasteful — and therefore wouldn’t spend a dime if we didn’t provide it. But probably they would have bought much of this capability if we didn’t, and therefore we are freeing up funds for other purposes like the expansion of the nuclear weapons arsenal. If we don’t want to help them do that, we should quit funding them, period.

2. Lots of people point out that Pakistan’s big problem is India — that its preoccupation with its largely indefensible Indian border prevents it from devoting sufficient resources to pacifying its restive Pashtuns and encourages it to employ high-risk strategies like using extremists to tie down Indian forces in Kashmir. 

What you don’t hear much is that nuclear weapons, and particularly the secure second strike capability that Pakistan is likely pursuing, is a potential solution to this problem. Nuclear weapons are a cheap form of defense. In theory, the security that they provide against Indian attack would allow Pakistan to limit its militarization, stop bankrolling extremists, and focus on securing its own territory as opposed to its border. (Note: I’m not arguing that that’s necessarily right, I’m arguing that if you think vulnerability to India is what creates danger for us in Pakistan, you should consider the utility of nuclear weapons in solving this problem).

Pakistan’s nuclear weapons are frightening, no question. But the series of wars Pakistan and India have fought since their split should put that fear in perspective. If they can arrest conventional conflict, the nukes are doing great good.

With our president calling for a nuclear-weapons free world, it’s worth considering whether abolishing nukes makes sense if you can’t abolish war.

McChrystal and Direct Action

Fred Kaplan and the New York Times say that the decision to replace General David McKiernan with Lt. General Stan McChrystal as the principle US commander in Afghanistan is another step in the COINification of the Pentagon under Robert Gates. They say we’ve replaced a conventional warfare guy with an unconventional warfare guy.

That’s too simple. McChrystal is known for his mastery of the sharp or kinetic end of the counterinsurgency mission. The command he headed from 2003 to 2008 – Joint Special Operations Command — is essentially the operational component of Special Operations Command, which has really become a fifth service. JSOC organizes special operations missions in war zones.  According to many officers, JSOC has also become enraptured with direct action. That means using intelligence from various sources to plan raids, often kicking down doors in the dead of night, interrogating people to generate more intelligence, doing it again immediately, and eventually capturing or killing insurgent leaders with the intelligence gleaned. 

Bob Woodward’s latest book argues that JSOC’s role in employing these tactics in Iraq was crucial to the supposed success of the surge. But some informed observers beg to differ, arguing that standard counterinsurgency tactics and the contributions of Iraqis themselves mattered far more.  Some complain that JSOC’s aggressive tactics and limited coordination with those in the regular chain of command undermined pacification efforts in Iraq and Afghanistan.

In the (recently released!) book on the post Cold War evolution of the US military that I co-edited, Colin Jackson and Austin Long have a chapter discussing the politics of special operations command. They argue that the direct action theory of victory in counterinsurgency is a close relative to the air force’s theory of decapitation, which says you can defeat a nation by attacking its leaders from the air.  They explain that direct action has long been the favored tactic of secret or “black” SOF organizations like Delta Force, but that the wars made it the dominant mission in SOCOM as a whole, crowding traditional “white” counterinsurgency missions like population protection, force training, and civil affairs. To them, that is a problem, because the direct action theory of victory is badly flawed.  You can’t kill your way to victory in these sorts of wars, they argue. That’s particularly true in Afghanistan, I’d add, where distance and poor roads make the exploitation of intelligence far more time-consuming.

I don’t know to what extent McChrystal shares the black SOF worldview. He would probably say that direct action is just part of the toolkit.  It is possible, however, that his appointment reflects a decision to downplay nation-building in Afghanistan and focus more on killing raids and training Afghan soldiers.

It is also interesting to speculate about what Michael Vickers (the Assistant Secretary of Defense for Special Operations, Low Intensity Conflict and Interdependent Capabilities) had to say about this. Vickers — a key advisor to Gates and a carry-over from the Bush administration — is said to be skeptical about troop surges in counterinsurgency, preferring to train local forces.

According to Greg Grant of DoD Buzz:

In a speech before a defense industry gathering last month, Vickers said he foresees a shift over time from the manpower intensive counterinsurgency campaigns in Iraq and Afghanistan to more “distributed operations across the world,” relying on close to 100 small teams of special operations forces to hunt down terrorist networks, part of a “global radical Islamist insurgency.”

I don’t like the across the world part, but if this appointment means more limited objectives in Afghanistan, it’s good news.

A final note on McChrystal: he reportedly runs many miles a day, sleeps only a few hours, and avoids eating until evening to avoid sluggishness. Apparently the iron-man thing goes over well with Rangers, but I think commanders, whose job is mostly thinking, should get a good night’s sleep and three square.
