Punish Me? I Didn’t Do Anything—and Johnny’s Guilty, Too!

It’s hard to pin down what’s more frustrating about Michael Petrilli’s response to my recent NRO op-ed on national standards: the rhetorical obfuscation about what Fordham and other national-standardizers really want, or the grade-school effort to escape discipline by saying that, hey, some kids are even worse!

Let’s start with the source of aggravation that by now must seem very old to regular Cato@Liberty readers, but that  has to be constantly revisited because national standardizers are so darned disciplined about their message: The national-standards drive is absolutely not “state led and voluntary,” and by all indications this is totally intentional. Federal arm-twisting hasn’t just been the result of ”unforced errors,” as Petrilli suggests, but is part of a conscious strategy.

There was, of course, Benchmarking for Success: Ensuring Students Receive a World-class Education, the 2008 joint publication of Achieve, Inc., the National Governors Association, and the Council of Chief State School Officers that called for Washington to implement “tiered incentives” to push states to adopt “common core” standards. Once those organizations formed the Common Core State Standards Initiative they reissued that appeal while simultaneously — and laughably — stating that “the federal government has had no role in the development of the common core state standards and will not have a role in their implementation [italics added].”

Soon after formation of the CCSSI, the Obama administration created the “Race to the Top,” a $4.35-billion program that in accordance with the CCSSI’s request — as opposed to its hollow no-Feds “promise” — went ahead and required states to adopt national standards to be fully competitive for taxpayer dough.

The carnival of convenient contradiction has continued, and Fordham — despite Petrilli’s assertion that “nobody is proposing” that “federal funding” be linked “to state adoption of the common core standards and tests” — has been running it. Indeed, just like President Obama’s “blueprint” for reauthorizing the Elementary and Secondary Education Act — better known as No Child Left Behind — Fordham’s ESEA “Briefing Book” proposes (see page 11) that states either adopt the Common Core or have some other federally sanctioned body certify a state’s standards as just as good in order to get federal money. So there would be an ”option” for states, but it would be six of one, half-dozen of the other, and the Feds would definitely link taxpayer dough to adoption of Common Core standards and tests.

No Foolin’: Tell the Feds to Butt Out

I probably shouldn’t do this on April Fool’s Day — it would be the one day they might go along with it, only to renounce it as a joke later — but Jay Greene’s recent exchange with the Fordham folks reminded me of my call a few weeks ago: Fordham and other national standards supporters should declare publicly and loudly that there should be no federal involvement in “common” standards or anything associated with them.  If they really mean what they say — that they want adoption of national standards and curricula to be ”purely” voluntary for states — they should not only stop asking for federal involvement, they should declare any federal meddling utterly unacceptable.  

Unfortunately, Jay had to repeat that call because, so far, Fordham hasn’t heeded it:

The claim that Kathleen and Fordham want no more than to nationalize standards without touching curriculum, pedagogy, or assessment is simply disingenuous. For example, Checker once again made common cause with the AFT, Linda Darling-Hammond, etc., … in backing the Shanker Manifesto, which calls for “Developing one or more sets of curriculum guides that map out the core content students need to master the new Common Core State Standards.” Checker may claim that this effort is purely voluntary, but that would only be credible if he and Fordham clearly and forcefully opposed any effort by the national government to “incentivize,” push, prod, or otherwise require the adoption of national curriculum based on the already incentivized national standards.

Come to think of it, even if it were an April Fool’s stunt, having Fordham and other national-standards crusaders renounce federal arm-twisting to get their way would be a big step forward. Heck, at least then everyone would acknowledge that it was a joke.

Postscript: It would be a joke, by the way, sort of like this, which I saw Fordham put up right after I initially submitted this post. I mean, my vocab is always certified family-friendly!

Uh-oh: Here Comes Edu-Goliath!

The hard-nosed, content-at-all-cost folks at the Thomas B. Fordham Foundation have been warned, and warned, and warned some more: Get the national curriculum standards you think are so incredibly important, and they will almost certainly be captured by the pedagogical progressives who have dominated education for decades — and whose notions you disdain. Well, if what’s being reported by Common Core’s Lynne Munson – and reiterated in this lamentation for Massachusetts by the Pioneer Institute’s Jim Stergios – is accurate, that is already happening. (Actually, some prominent analysts have long said that the national standards — created by the Council of Chief State School Officers and National Governors Association — are already nothing the Fordhamites should embrace.) Writes Munson:

This is strange. P21 is being subsumed into CCSSO. There’s nothing to be read about this on either CCSSO’s or P21′s websites. But according to Fritzwire the two organizations have formed a “strategic management relationship” that will commence December 1.

So what is P21 –  the group cozying up with the standards-writing CCSSO — you ask? Let the Fordham Institute tell you:

The Partnership for 21st Century Skills (P21) has some powerful supporters, including the NEA, Cisco, Intel, and Microsoft. Fourteen states have also climbed aboard its effort to refocus American K-12 education on global awareness, media literacy and the like–and to defocus it on grammar, multiplication tables and the causes of the Civil War. Its swell-sounding yet damaging notions have been plenty influential–but the unmasking and truth-telling have begun, thanks in large part to a valiant little organization named Common Core. And new research validates this and other skeptics’ criticisms. Today the contest resembles David vs. Goliath–but remember who ultimately prevailed in that one.

Uh-oh. It might be time to end the biblical references — it looks more and more like Goliath is going to win.

Selectively Small-Government

Yesterday, David Boaz riffed off of Michael Petrilli’s recent Wall Street Journal piece on the need for Republicans to stop denigrating well-educated, social-progressive types and make them feel welcome in the party. That is, make them feel welcome as long as they don’t try to impose their progressivism on everyone else through government.

That’s certainly good stuff — I’m all for making the GOP as libertarian as possible — but libertarianism extends far beyond just saying nice things about people who eat arugula or who own their own wind farms. Fundamentally, it means government leaving people alone in all facets of their lives as long as they aren’t inflicting harm on others.

Unfortunately, as Petrilli’s Thomas B. Fordham Foundation — perhaps the foremost neoconservative education think tank in the nation — has made clear for years, that’s definitely not something Petrilli and Co. are prepared to do.

Petrilli’s piece was a nice first step, but both he and the GOP still have a long way to go.

Federal Education Results Prove the Framers Right

Yesterday, I offered the Fordham Foundation’s Andy Smarick an answer to a burning question: What is the proper federal role in education? It was a question prompted by repeatedly mixed signals coming from U.S. Secretary of Education Arne Duncan about whether Washington will be a tough guy, coddler, or something in between when it comes to dealing with states and school districts.  And what was my answer? The proper federal role is no role, because the Constitution gives the feds no authority over American education.

Not surprisingly, Smarick isn’t going for that. Unfortunately, his reasoning confirms my suspicions: Rather than offering a defense based even slightly on what the Constitution says, Smarick essentially asserts that the supreme law of the land is irrelevant because it would lead to tough reforms and, I infer, the elimination of some federal efforts he might like.

While acknowledging that mine is a ”defensible argument,” Smarick writes that he disagrees with it because it “would presumably require immediately getting rid of IDEA, Title I, IES, NAEP, and much more.” He goes on to assert that I might ”argue that doing so is necessary and proper because it’s the only path that squares with our founding document, but policy-wise it is certainly implausible any time soon.” Not far after that, Smarick pushes my argument aside and addresses a question to ”those who believe that it’s within the federal government’s authority to do something in the realm of schools.”

OK. Let’s play on Smarick’s grounds. Let’s ignore what the Constitution says and see what, realistically, we could expect to do about federal intervention in education, as well as what we can realistically expect from continued federal involvement.

First off, I fully admit that getting Washington back within constitutional bounds will be tough. That said, I mapped out a path for doing so in the last chapter of Feds In The Classroom, a path that doesn’t, unlike what Smarick suggests, require immediate cessation of all federal education activities. Washington obviously couldn’t be pulled completely out of the schools overnight.

Perhaps more to Smarick’s point, cutting the feds back down to size has hardly been a legislatively dead issue. Indeed, as recently as 2007 two pieces of legislation that would have considerably withdrawn federal tentacles from education — the A-PLUS and LEARN acts – were introduced in Congress. They weren’t enacted, but they show that getting the feds out of education is hardly a pipe dream. And with tea parties, the summer of townhall discontent, and other recent signs of revolt against big government, it’s hardly out of the question that people will eventually demand that the feds get out of their schools.

Of course, there is the other side of the realism argument: How realistic is it to think that the federal government can be made into a force for good in education? It certainly hasn’t been one so far. Just look at the following chart plotting federal education spending against achievement, a chart that should be very familiar by now.

More Undeserved Praise for Obama’s NAACP Speech

Mike Petrilli of the Fordham Foundation is an affable and intelligent man. But he has gone round the rocker in regard to President Obama’s NAACP speech last week.

His review reads like promotional excerpts for a blockbuster movie; Don’t miss what critics are calling a can’t-miss experience . . . “transcendent” . . . “inspirational” . . . “honest, direct, bold.”

Why such superlatives? Because Obama is an “African-American president, speaking to the NAACP, and arguing for reform in our schools and responsibility in our homes and community.” Wow. Reform and responsibility?

Of course, as I point out here, the President OPPOSES the most direct and effective means of reforming education and empowering parents; school choice. And he supports expanding federal control of education from pre-k to college. Our President is working against reform and responsibility in education.

Our President has the nerve to lecture parents on the importance of getting involved as he supports ripping vouchers out of the hands of children in DC and elsewhere. He and his Congressional colleagues have effectively told thousands of District parents, who desperately want to direct their children to a better future, to shut up and sit down.

There is absolutely nothing to celebrate about a President who mouths nice platitudes while doing all he can to undermine the principles that underlie those sentiments.
