Six Bad Arguments for Bombing Libya

In his speech last night defending U.S. participation in Libya’s civil war, President Obama repeated the justifications for bombing Libya that I attacked in a post written for the National Interest last Friday, “Three Phony Reasons to Bomb Libya.”

1. The President argued that Qaddafi recently “lost the confidence of his people and the legitimacy to lead.” I’ll again quote George Will on that:

Such meretricious boilerplate seems designed to anesthetize thought. When did Gaddafi lose his people’s confidence? When did he have legitimacy? American doctrine — check the Declaration of Independence — is that governments derive their just powers from the consent of the governed. So there are always many illegitimate governments. When is it America’s duty to scrub away these blemishes on the planet? Is there a limiting principle of humanitarian interventionism? If so, would Obama take a stab at stating it?

2. Obama said in his speech that humanitarian concerns caused U.S. military action. Here’s what I wrote about that:

Certainly humanitarian concerns influenced some Libya hawks, including the President and his advisors. But that rationale is more selling point than motivation. Libya’s is a not particularly brutal civil war compared to others we ignore.

Nor is it clear that bombing Libya serves humanitarian ends. True, absent outside intervention, the Libyan government would likely have reasserted its authority in the east, killing rebellious civilians. But the civil war that intervention prolonged will probably kill more. In his March 18 speech justifying war on humanitarian grounds, Obama quoted Qaddafi’s promise to show “no mercy and no pity,” but failed to note that the dictator was threatening rebel fighters, not civilians, and explicitly excluded rebels that surrendered. The point is not that we should bank on such promises but that the path to minimizing violence is uncertain.

3. The President claimed that if Qaddafi defeated the insurgency:

The democratic impulses that are dawning across the region would be eclipsed by the darkest form of dictatorship, as repressive leaders concluded that violence is the best strategy to cling to power. The writ of the UN Security Council would have been shown to be little more than empty words, crippling its future credibility to uphold global peace and security.

I summarized my argument for why this is a terrible reason for war this way:

Credibility rationales for wars suffer two crippling deficiencies. First, there is little evidence credibility travels much. Second, even if it did, fighting limited wars of questionable value seems likely to damage one’s perceived willingness to fight elsewhere. Western intervention in Libya may encourage Middle-Eastern dictators to crush dissenters rather than accommodate them.

Three other arguments that the President made last night need response.

4. He again claimed that while U.S. policy aims to replace Qaddafi with democracy, our military efforts serve only to defend civilians. That’s a useful fiction meant to keep the coalition unified and mitigate worries about mission creep. We are now giving the rebels close-air support (though our military spokespeople aren’t allowed to say so) and attacking the Libyan military even where it does not threaten civilians. As I’ve said, although I oppose fighting in this war, insofar as we are in, we should have a military policy consistent with our goal of helping the rebels win. So this is good mission creep. But even with stepped-up air support, the rebels likely still lack the organization to overtake western cities, meaning that stalemate and de facto partition remain likely.

5. As if to undermine that last claim, the President used the word freedom a half dozen times in his speech, concluding with soaring rhetoric about how promoting freedom is good for Americans. The trouble with this argument is that, as Stephen Walt argues, research on the history of interventions meant to overthrow leaders of weak states shows that the “probability that our intervention will yield a stable democracy is low, and that our decision to intervene has increased the likelihood of civil war.”

6. To convince us that this war is not rash / Bush-like, the President argued that he went to war with the support of the U.N. Security Council, European allies, the Arab League, and the Libyan opposition. Left off the list of consenters are Americans and their congressional representatives. Maybe the President now agrees with Jack Goldsmith that candidate Obama’s 2007 opposition to bombings undertaken without congressional authorization is constitutional formalism rendered moot by decades of congressional supplication before presidents. Maybe he agrees with Hillary Clinton’s contention that the United Nation’s Security Council can legalize what Congress does not or Congressman Jim Moran’s notion that it shouldn’t vote on wars because it is “too easily influenced by public opinion.”

The whole point of separating powers, of course, is to check executive whimsy with congressional power that reflects public opinion. That fact that Congress has authorized plenty of dumb wars shows that the check is insufficient, not that it is useless. It is probably naive to think that Congress would have blocked this war, but by exercising its atrophied war powers Congress at least might have caused the war to be waged with more wisdom and forethought.

Pakistan: More Aid, More Waste, More Fraud?

Pakistan long has tottered on the edge of being a failed state:  created amidst a bloody partition from India, suffered under ineffective democratic rule and disastrous military rule, destabilized through military suppression of East Pakistan (now Bangladesh) by dominant West Pakistan, dismembered in a losing war with India, misgoverned by a corrupt and wastrel government, linked to the most extremist Afghan factions during the Soviet occupation, allied with the later Taliban regime, and now destabilized by the war in Afghanistan.  Along the way the regime built nuclear weapons, turned a blind eye to A.Q. Khan’s proliferation market, suppressed democracy, tolerated religious persecution, elected Asif Ali “Mr. Ten Percent” Zardari as president, and wasted billions of dollars in foreign (and especially American) aid.

Still the aid continues to flow.  But even the Obama administration has some concerns about ensuring that history does not repeat itself.  Reports the New York Times:

As the United States prepares to triple its aid package to Pakistan — to a proposed $1.5 billion over the next year — Obama administration officials are debating how much of the assistance should go directly to a government that has been widely accused of corruption, American and Pakistani officials say. A procession of Obama administration economic experts have visited Islamabad, the capital, in recent weeks to try to ensure both that the money will not be wasted by the government and that it will be more effective in winning the good will of a public increasingly hostile to the United States, according to officials involved with the project.

…The overhaul of American assistance, led by the State Department, comes amid increased urgency about an economic crisis that is intensifying social unrest in Pakistan, and about the willingness of the government there to sustain its fight against a raging insurgency in the northwest. It follows an assessment within the Obama administration that the amount of nonmilitary aid to the country in the past few years was inadequate and favored American contractors rather than Pakistani recipients, according to several of the American officials involved.

Rather than pouring more good money after bad, the U.S. should lift tariff barriers on Pakistani goods.  What the Pakistani people need is not more misnamed “foreign aid” funneled through corrupt and inefficient bureaucracies, but jobs.  Trade, not aid, will help create real, productive work, rather than political patronage positions.

The Cost of Getting Out of Iraq

Getting into Iraq was easy.  Fighting the war was expensive in lives and money.  Getting out will cost more cash.

In fact, the Pentagon figures that taxpayers will have to spend tens of billions of dollars to bring home or transfer the equipment strewn about Iraq.  According to Jason Ditz:

A lot of the cost is going to depend on what the military decides to do with the various items it required to occupy the nation and then fight an insurgency for several years with well over 100,000 US troops. Some of the gear will be shipped back to the US, others will be sent to Afghanistan for the ongoing war there. Still others will just be given to the Iraqi government so they don’t have to deal with the other two options.

The US has spent over two thirds of a trillion dollars on the war in Iraq so far (and this is only figuring the direct costs), but while President Obama has already started projecting dramatically lower costs in the near future as the war “winds down” (which so far hasn’t translated to actually removing serious numbers of troops from the nation), the costs just of hauling “mountains of equipment” out of Iraq show that nothing the military does is done on the cheap, not even ending a war.

So much for the occupation that was supposed to pay for itself!

War without Killing?

The United States is going to cut back on airstrikes in Afghanistan, according to the new commander there, Gen. Stanley McChrystal. This decision comes on the heels of Central Command’s release (late on a Friday afternoon) of the executive summary of a report on the killing of dozens — at least — of civilians in Farah Province in Western Afghanistan. On May 4, a B-1B providing air support to US and Afghan forces there bombed some buildings, thinking that they contained insurgents. The buildings were apparently full of civilians.

Everyone seems to think this is a wise policy shift. The center of gravity in an insurgency, we’re often told, is the population. You need their support to find and defeat insurgents. Killing people undermines their support for the occupier and the government. You often hear the same thing about airstrikes in Pakistan.

This is a sensible argument, but it has some problems.  For one, empirics to support it are hard to come by. Second, it isn’t obvious that people cooperate with occupiers or governments because they like them. Support may come instead from the mix of incentives — coercive and economic — that the population faces.  The power to reward and punish behavior probably matters more in generating cooperation than feelings of loyalty, although they are not mutually exclusive.

You might respond that it is simply immoral to kill innocent people, whatever the strategic effects. That takes us to the real trouble with the critique of airstrikes, which is the idea that you can fight clean wars.

The accidental killing of Afghan civilians is a tragedy we should limit (one way to do so might be to simply stop using bombers for close air support).  It is also an inevitable consequence of fighting a war in Afghanistan. Troops are going to use plentiful and occasionally indiscriminate firepower to defend themselves. This problem can be mitigated but not solved. You should not support the war in Afghanistan if you cannot support killing innocent people in prosecuting it. As Harvey Sapolsky (my professor at MIT) points out on his new blog, the allies killed 50,000 French civilians in the course of liberating France in World War II. Today precision munitions save many civilians, but, along with euphemistic words like state-building, they threaten to delude us into thinking that we can fight antiseptic wars that adhere to liberal norms. (The situation is even worse in Germany, where they are arguing about whether to call what they are doing in Afghanistan a war).

As Sapolsky puts it:

Air power is our advantage, especially in a country where our forces are spread thin and the distances are large. Precautions have limited greatly the number of weapons dropped and how air power is employed. But only a little deception apparently is needed to put this advantage in jeopardy. Soldiers are still dying in Afghanistan. If there is no will to inflict casualties then there should be no will in absorbing them. Try as we may to avoid it, war kills the innocent.

U.S. Presence in Afghanistan Feeds Pakistan’s Insurgency

alg_pakistan_hotelYesterday’s attack on Peshawar’s Pearl Continental Hotel was the latest signal of Pakistan’s growing Islamist insurgency.

Since the raid by the Pakistani government on the Red Mosque (Lal Masjid) in Islamabad in July 2007, a wave of revenge attacks against the army and the government has been launched by loose networks of suicide bombers. It’s possible, depending on the culprit, that the recent attack in Peshawar might have been retribution for the Pakistan army’s month-long offensive against extremists in the country’s northwest districts.

While the United States hopes to eliminate the threat from extremists in Afghanistan and Pakistan, the knock-on effects from U.S.-NATO efforts to stabilize Afghanistan destabilize Pakistan. America’s presence in the region feeds Pakistan’s insurgency. If America’s interests lie in stabilizing Pakistan, and ensuring that the virus of anti-American radicalism does not infect the rest of the country, the fundamental objective should be to get out of Afghanistan in a reasonable time frame.
