Will the Deficit Compel Congress to Cut Military Spending?

Over at National Journal‘s National Security Experts blog, Megan Scully notes the military spending cuts contained within a proposal by Erskine Bowles and Alan Simpson, the co-chairs of the president’s deficit reduction commission. Scully asks: “How feasible would it be for lawmakers to make these kinds of cuts to defense?…What kind of sway will fiscal hawks have in the next Congress – and will it be enough to push through sweeping defense cuts over the objections from pro-defense members of their party?”

Government spending across the board must be cut, I explain, beginning especially with entitlements.  I continue:

Other spending must also be on the table, however, and that includes the roughly 23 percent of the federal budget that goes to the military. This often poses a particular challenge for Republicans given their traditional support for military spending and their professed commitment to fiscal discipline. But it need not be particularly difficult. If Republicans reaffirm that the core function of government, many would say one of the only core functions of government, is defense (strictly speaking), then the path to a politically sustainable and economically sound defense posture is clear: a military geared to defending the United States and its vital national interests, and not permanently deployed as the world’s policeman and armed social worker. Such a posture would allow for a smaller Army and Marine Corps as the wars in Iraq and Afghanistan are drawn to a close (as they should be), deep cuts in the Pentagon’s civilian work force, which has grown dramatically over the past 10 years, and sensible reductions in the nuclear arsenal. More modest cuts are warranted in intelligence and R&D. Finally, significant changes in a number of costly and unnecessary weapons and platforms, including terminating the V-22 Osprey and the Expeditionary Fighting Vehicle, and greater scrutiny of the F-35 program, for example, must also be in the mix….

Serious cuts to military spending… must be part of a broader strategic reset that ends the free-riding of wealthy and stable allies around the world, and that takes a more balanced and objective view of our relative strategic advantages and our enviable security.

How Much Is Enough?

In yesterday’s Daily Caller, I responded to an article questioning cuts in military spending. Although the author focuses on a few of the specifics proposals put forward by the Sustainable Defense Task Force (SDTF), he seems to imply that any cuts in a budget that has grown 86 percent since 1998 (in real terms) would undermine our security.

I was able to respond to his more outrageous claims, including his assertion that Barack Obama plans to cut $1 trillion from the Pentagon budget over the next ten years. In fact, Obama has now submitted two DoD budgets, each larger than the year before. We are spending more money (in real, inflation-adjusted dollars) on the military today than at any time since World War II.

One of the other assertions in an article riddled with errors deserves a response. The author claims that cuts in military spending would leave as vulnerable as we were in the early 19th century, when:

Strapped for money, Jefferson cut the navy by two-thirds and built small gunboats instead, saying they “are the only water defense which can be useful to us, and protect us from the ruinous folly of a navy.” What were the results of Jefferson’s version of a low cost ‘policy of restraint?’ Britain’s navy brushed the gunboats aside and burned the White House in 1814.

Fortunately, the British superpower of 1814 did not have an air force, a strategic missile force, or a large amphibious Marine Corps. If they had, they would have burned the Declaration of Independence, too.

Historical analogies are always tenuous, but this one might work…if you imagine that we were the British in the 19th century, and any other country in the world was the adolescent United States. The American superpower of the 21st century doeshave “an air force, a strategic missile force, [and] a large amphibious Marine Corps” and we will continue to have all of those things in the extremely unlikely event that Congress adopts all of the SDTF’s recommendations for cuts.

Here is how the SDTF report addresses the question of relative military spending:

In 1986, US military spending was only 60% as high as that of its adversaries (taken as a group). Today, America spends more than two and one-half times as much as does the group of potential adversary states, including Russia and China. This means that if the United States were to cut its spending in half today, it would still be spending more than its current and potential adversaries – and the balance would still be twice as favorable as during the Cold War.

The notion that we can’t cut anything from the military budget without diminishing American security, that we need to spend more money on the military today than at the height of the Cold War, is absurd. Even some prominent conservatives are beginning to question the wisdom of spending hundreds of billions of dollars every years on the military. Let’s hope this sensible thinking starts to catch on.

The Strategic Corporal

Retired Generals Charles Krulak and Joseph Hoar have an op-ed over at the Miami Herald making some important arguments against using “enhanced interrogation techniques.” Krulak served as Commandant of the Marine Corps and Hoar served as CENTCOM Commander. CENTCOM is short for Central Command, the regional military command responsible for the Middle East.

Krulak and Hoar endorse the Interrogation Task Force’s recommendation that all future detainee interrogations be conducted within the guidelines in the Army Field Manual on Interrogation. In doing so, they make a point that may be difficult to see unless you have been a leader in the military: condoning torture, or any mistreatment of prisoners, erodes discipline in a military organization.

Rules about the humane treatment of prisoners exist precisely to deter those in the field from taking matters into their own hands. They protect our nation’s honor.

To argue that honorable conduct is only required against an honorable enemy degrades the Americans who must carry out the orders. As military professionals, we know that complex situational ethics cannot be applied during the stress of combat. The rules must be firm and absolute; if torture is broached as a possibility, it will become a reality. Moral equivocation about abuse at the top of the chain of command travels through the ranks at warp speed.

Krulak is no stranger to this topic. In a 1999 article, The Strategic Corporal: Leadership in the Three Block War, Krulak highlighted the difficulty of deploying to low-intensity conflicts and the challenges that enlisted Marines (and soldiers) will face. In a single conflict, a unit could be engaged in humanitarian aid on one block, quelling a riot on the next, and fighting pitched urban combat on the third. Small units led by a corporal may have to take on captain-sized problems. Krulak stressed the importance of leadership and character at the lowest level so that when an officer is not present, low-level leaders will act with the necessary initiative and decision-making skills. The cornerstone for all of this is character.

Honor, courage, and commitment become more than mere words. Those precious virtues, in fact, become the defining aspect of each Marine. This emphasis on character remains the bedrock upon which everything else is built. The active sustainment of character in every Marine is a fundamental institutional competency — and for good reason.

Torture apologists may be found aplenty inside the Beltway, but those who have worn the uniform know better.

Whiskey Tango Foxtrot Moment in Afghanistan

In yesterday’s Washington Post, veteran newsman Bob Woodward recounts a recent meeting between National Security Advisor James Jones and a few dozen Marine officers in Afghanistan’s Helmand province under the command of Marine Brig. Gen. Lawrence D. Nicholson. 

The subject on everyone’s mind: force levels. Saying that he was “a little light,” Nicholson hinted that he could use more forces, probably thousands more. “We don’t have enough force to go everywhere,” Nicholson said.

Of course he doesn’t. One senior military commander confided, in Woodward’s telling, ”that there would need to be more than 100,000 troops to execute the counterinsurgency strategy of holding areas and towns after clearing out the Taliban insurgents. That is at least 32,000 more than the 68,000 currently authorized.”

So, Nicholson and other commanders were asking: Can we expect to receive additional troops in Afghanistan any time soon?

Jones’s answer: don’t bet on it.

The retired Marine Corps general reminded his audience in Helmand that Obama has approved two increases already. Going beyond merely an endorsement of the outgoing Bush admiministration’s decision to more than double the force in Afghanistan, Obama accepted the recommendation of his advisers to send an additional 17,000, and then shortly thereafter another 4,000.

Well, Jones went on, after all those additional troops,…if there were new requests for force now, the president would quite likely have “a Whiskey Tango Foxtrot moment.” Everyone in the room caught the phonetic reference to WTF — which in the military and elsewhere means “What the [expletive]?”

Nicholson and his colonels — all or nearly all veterans of Iraq – seemed to blanch at the unambiguous message that this might be all the troops they were going to get.

Nicholson and his Marines should be concerned. But so should all Americans. The men and women in our military have been given a mission that is highly dependent upon a very large number of troops, and they don’t have a very large number of troops. The clear, hold and build strategy is dangerous and difficult – even when you have the troop levels that the military’s doctrine recommends: 20 troops per 1,000 indigenous population. In a country the size of Afghanistan (with an estimated population of 33 million), that wouldn’t be 100,000 troops, that would be 660,000 troops.

Pacifying all of Afghanistan would be nearly impossible with one half that number of troops. It is foolhardy to even attempt such a mission with less than a sixth that many.

So, what gives? (Or, as the military folks might say, “Whiskey, Tango, Foxtrot?”)
