On Afghanistan, Panetta Leaves Questions Unanswered
Secretary Panetta’s announcement that the U.S. combat mission in Afghanistan will end as early as mid-2013 is a positive development. But it is long overdue and still leaves too many questions unanswered. After more than ten years of war in Afghanistan, the administration should follow through on its commitment to end combat operations and withdraw all troops by 2014. Continuing to narrow our objectives will make this war winnable.
Politically, this makes perfect sense for the Obama administration. It is a shot across the bow of his political opponents and those wishing for an indefinite combat mission in Afghanistan. Secretary Panetta’s announcement allows the administration to get on the side of voters who want to draw-down in Afghanistan. By opposing any draw-down, his critics side with the much smaller segment of the American people who still support the nation-building mission.
President Obama is in a position similar to the debate over Iraq in his 2008 presidential campaign. He argued in 2008 that he would end a grinding war he inherited. The president can claim victory (and vindication) in Iraq and argue that if you liked the first act, you’ll love the second. He will end another grinding war he inherited—and conveniently gloss over the fact that he sent more troops to Afghanistan than President Bush ever did.
Of course, these developments are neither new nor are they a sure thing. Despite the media attention given to this announcement, it was somewhat predictable. Panetta acknowledged that this was always part of the plan behind the scenes. Buried in the coverage of Panetta’s statement are multiple qualifiers. He admitted that no decision has been made on the number of troops that will leave in 2013. The secretary offered no details on what this transition from combat operations would look like. Indeed, the line between an “advise and assist” mission and combat operations is a sketchy one. A spokesman clarified that U.S. forces could still be involved in combat operations in 2014. In the end, our policy has not changed. It is still unclear how many U.S. troops will remain in Afghanistan at the end of 2013.
But to the extent that Panetta’s recent statement reaffirms the administration will adhere to the timeline of withdrawal, it is an encouraging sign. It signals to the Afghans that they must take responsibility for their own security, and it provides an incentive for them to continue to put themselves in harms way and take the initiative.
Let’s hope that this is indeed a confirmation of the administration’s commitment to a withdrawal. The United States should have scaled-down to a limited, targeted counterterrorism mission many years ago. A large-scale, nation-building mission has never been necessary to protect the vital interests of the United States and hunt down the few remaining terrorists in Afghanistan that aim to strike the homeland.
The strategic misconceptions that guide our current mission in the country are overwrought, lack evidence, and are based on worst-case scenarios. We should continue to transition to a counterterrorism mission that utilizes intelligence, special operations forces, and our considerable technological advantages, such as UAVs. And we must continue to encourage the Afghan people to take responsibility for their security and their nation.
Administration Bait and Switch in Afghanistan?
U.S. combat troops are leaving Afghanistan in 2014. That was the consistent message which I received on my NATO-organized visit two months ago to a country now defined by war. The American and European governments have promised to provide long-term financial assistance and combat training, but they plan on shifting the actual fighting to Kabul’s hands.
Maybe not, it now seems. The U.S. ambassador to Afghanistan, Ryan Crocker, said America might just stick around and continue the war. Reported the New York Times:
The ambassador, Ryan C. Crocker, speaking at a roundtable event with a small group of journalists, said that if the Afghan government wanted American troops to stay longer, the withdrawal could be slowed. “They would have to ask for it,” he said. “I could certainly see us saying, ‘Yeah, makes sense.’ ”
The ambassador’s standard is whether the Afghan government asked the United States to stay. It would make more sense to ask the American people what they think.
The argument that it’s time for Washington to go, but to go in a manner which attempts to preserve something positive has appeal, though there are plenty of reasons to doubt that it is feasible. President Hamid Karzai & Friends appeared to be neither more competent nor better loved than when I visited last year. I don’t expect much improvement next year. Nevertheless, the case for a phased withdrawal deserves to be treated seriously.
But leave the United States must. Had President George W. Bush announced in 2001 that he was embarking on a long-term mission to transform Afghanistan by turning it into a Western-style liberal democracy with a strong central government in Kabul, he would have been laughed out of Washington. The American people would have unceremoniously tossed him out of office in 2004.
Yet remake Afghanistan is what the U.S. government now is attempting to do. When I asked what justified this expensive attempt at nation-building, Afghans and Americans alike warned that al Qaeda could reemerge. I assume no one really believed that. At least, I hope no one really believed that.
After all, al Qaeda is in sharp decline. Intelligence officials say that al-Qaeda’s presence in Afghanistan is minimal. The likelihood of revival seems small.
Moreover, terrorists have demonstrated an ability to operate all over the world. Of course, Osama bin Laden was killed in Pakistan. There are plenty of other potential sanctuaries available in failed and semi-failed states. Indeed, the biggest Islamic terrorist threat these days appears to come from local groups which identify with, but are not controlled by, al-Qaeda. Afghanistan is irrelevant to the latter’s operation and impact, and of no interest to other terrorists.
There’s also strong humanitarian appeal in staying, but that can’t justify endless war in Central Asia. Washington would never have intervened to make Afghanistan a more humane place. American troops have been fighting there for ten years—as long as World Wars I and II combined.
If the president plans on keeping U.S. troops in Afghanistan beyond the promised 2014, he should ‘fess up. Then the American people can make their views known. And, more important, they can take appropriate action in next year’s presidential election.
GOP National Security and Foreign Policy Debate: What to Ask the Candidates
The economy is likely to dominate next year’s presidential race, so it is surprising that Republicans would choose to conduct two debates focused on foreign policy in the span of 10 days. The first, co-hosted by CBS News and National Journal, was held last Saturday evening. (CBS apparently thought most people had better things to do; they preempted the final 30 minutes with an NCIS rerun.) CNN, no doubt, hopes that the sequel, to be held Tuesday, November 22, will draw a wider audience.
I wonder if the RNC hopes that it doesn’t. In fact, there are many reasons why GOP leaders would want to get the whole subject of foreign policy and national security out of the way well before next year. Let Michele Bachmann and Rick Santorum wax poetic about the wisdom of waterboarding, and let them do it after television viewers have stopped watching. Better to save the talk of joblessness and massive federal debt for the main event with President Obama, when tens of millions of Americans, including many independents and undecided voters, might actually rely on the debates to inform their choices. (Unlikely, I know, but hope springs eternal.)
Foreign policy blunders have cost the GOP votes in three of the last four elections. (It was a non-factor in 2010.) Once trusted by the electorate as the voice of prudence and reason when it came to diplomacy and the use of force, the Republican brand has been sullied by the war in Iraq and the quagmire in Afghanistan.
One might think that the party has learned its lessons, and that those aspiring to carry the GOP banner into next year’s elections would be determined to draw distinctions between themselves and the recent past.
Judging from last Saturday’s debate, they haven’t. The answers provided by the presumptive front-runner, Mitt Romney, and his leading challengers, Herman Cain and Newt Gingrich, reveal a reflexive commitment to the status quo and an unwillingness to revisit the rationales for war with Iraq or for nation-building in Afghanistan. They hinted at expanding the U.S. military’s roles and missions to include possible conflict with Iran. They continued to speak of a “war on terror.” And they struggled to draw distinctions between themselves and President Obama, at times criticizing him for doing too little, other times for doing too much.
In advance of last week’s debate, several bloggers suggested some questions. Some of these made it to prime time. However, two big sets of questions—one pertaining to the lessons of Iraq and Afghanistan, the other related to the costs of our foreign policies—remain unexplored. I hope that the questioners in next week’s debate, or perhaps the other candidates, would try to get some answers. Be sure to follow me on Twitter (@capreble) for a conversation during the debate. In the meantime, here are some questions I would like answered:
Afghanistan: 10 Years and No End in Sight
When President Bush announced the commencement of military operations in Afghanistan on October 7, 2001, the campaign was seen as a clearly justified response to the horrific attacks of 9/11. It was narrowly targeted on those responsible for the attacks, and it had three specific goals: to punish al Qaeda and degrade its ability to carry out future attacks; to punish and drive from power the Taliban regime that had harbored al Qaeda; and to send a clear message to every other country in the world: If you support those who have killed Americans, and who wish to kill more, you will do so at your own peril.
The Afghan war enjoyed overwhelming public support at the time. It doesn’t any longer. The public mood has shifted not because the original war aims were unjust—they were not—but rather because our war aims have changed, and they bear little resemblance to those that guided the U.S. military in late 2001 and early 2002.
Few Americans could have imagined in October 2001 that there would be nearly 100,000 U.S. troops on the ground in Afghanistan 10 years later. Few at the time would have supported a war that would cost more than $100 billion annually, as our current operations do.
As we look back over the last decade of war, we should be grateful for the sacrifices of our troops and their families. We should honor their service by remembering why they were sent to Afghanistan in the first place and by recommitting ourselves, and them, to a goal that is both achievable and essential. Tragically, the current mission is neither.
We lack the power, the wisdom, or the patience to create a functioning nation-state in Afghanistan. We need not do so in order to keep al Qaeda on the run. The 100,000 U.S. troops stationed there were essentially irrelevant to the assault that killed Osama bin Laden in neighboring Pakistan, and they are equally unnecessary in nearly all of the other operations conducted against al Qaeda over the past 10 years. The organization has been severely weakened and bin Laden’s killing could have served as a useful bookend to bringing the long war in Afghanistan to a suitable close.
It still can. Ten years is long enough. It is time to end the open-ended nation-building mission in Afghanistan and to bring our troops home.
Ten Years in Afghanistan Is Enough
The United States executed its original mission in Afghanistan in the critical first months after the invasion: cripple al Qaeda and remove the Taliban from power. Now that the United States has expanded its mission to a fragile-by-design strategy of nation-building, it’s well past time for U.S. forces to leave.
In a new video Austin Bragg and I produced, Cato Institute vice president for defense and foreign policy studies Christopher A. Preble, foreign policy analyst Malou Innocent, and legal policy analyst David Rittgers comment on this dubious milestone:
Gov. Christie, Bill Kristol, and the Future of the GOP
The interest in New Jersey governor Chris Christie as a possible 2012 presidential candidate is understandable. His tough line against state spending, his willingness to take on entrenched interests in the Garden State, and his candor and blunt manner of speaking all appeal to Republicans weary of the current candidates. But while his views on domestic policy are relatively clear, Christie’s foreign-policy views aren’t. Indeed, governors have little reason to speak out on foreign-policy issues unless they run for president.
Without a track record, however, no one can know how a former governor will perform what is arguably a president’s most important job: deciding whether, where and when to deploy U.S. troops abroad. Recall George W. Bush’s plea for a humble foreign policy and his senior foreign policy adviser Condoleezza Rice’s assertion that the U.S. military should not be in the business of “escorting kids to kindergarten” in foreign lands. This was all forgotten by the time that Bush and Rice exited Washington eight years later. Rice essentially recanted her earlier opposition to nation building, and Bush had presided over a foreign policy that was anything but humble.
With that huge caveat in mind, can we venture a guess about Chris Christie’s foreign policy views? Not quite. But this passage from Christie’s speech at the Reagan Library hints at a measure of humility and pragmatism that is long overdue:
The United States must…become more discriminating in what we try to accomplish abroad. We certainly cannot force others to adopt our principles through coercion. Local realities count; we cannot have forced makeovers of other societies in our image. We need to limit ourselves overseas to what is in the national interest so that we can rebuild the foundations of American power here at home.
Such sentiments strike most Americans as eminently sensible. Numerous polls show that Americans want to stop fighting other people’s wars and building other people’s countries. Most believe it is better to husband our power and deploy our military abroad only when vital U.S. security interests are threatened. We should lead by our example, build a society that others wish to emulate, and avoid the temptation to meddle in other people’s affairs.
Not so, says William Kristol, Weekly Standard editor and Fox News commentator. In a famous essay co-authored with Robert Kagan in 1996 the two made the case for “benevolent global hegemony.” Kristol and Kagan especially took issue with those conservatives who:
succumb easily to the charming old metaphor of the United States as a “city on a hill.”
[…]
Because…the responsibility for the peace and security of the international order rests so heavily on America’s shoulders, a policy of sitting atop a hill and leading by example becomes in practice a policy of cowardice and dishonor.
So why would Kristol be pushing Christie to run for president?
Wartime Contracting Report Provides More Evidence to Exit Afghanistan
Over the past decade, American taxpayers have lost as much as $60 billion dollars to massive fraud and waste in the nation building campaigns of Iraq and Afghanistan, according to a report released today by the Commission on Wartime Contracting. The independent panel confirms much of what we already know about rent-seeking in wartime; nevertheless, the panel details specific reconstruction projects and programs that display a stunning array of mismanagement:
- A modest $60 million agricultural development program in northern Afghanistan expanded to the south and east to the tune of $360 million. The cash-for-work program was intended to distribute vouchers for wheat-seed and fertilizer in drought-stricken areas. Today, the program spends $1 million a day. The panel reports, “The pressure to quickly spend the millions of dollars created an environment in which waste was rampant. Paying villagers for what they used to do voluntarily destroyed local initiatives and diverted project goods into Pakistan for resale.”
- During operations in Iraq and Afghanistan, waste and fraud averaged about “$12 million every day for the past 10 years.” [Emphasis in original];
- The Department of Defense (DoD) awarded an $82 million contract for the design and construction of an Afghan Defense University. Now, DoD officials say it will cost $40 million a year to operate—beyond the indigenous government’s ability to fund and sustain;
- The U.S. Agency for International Development, the U.S. Government’s main distributor of development contracts, funded the Khost-Gardez road project. Originally valued at $86 million it has since mushroomed to $176 million;
- The insurgents’ second-largest funding source is the U.S. taxpayer. Money for construction and transportation projects are diverted to the insurgency so Afghan subcontractors can pay them for protection. Of course, the insurgents use this money to buy bombs, IEDs, and other explosives to kill foreign troops and civilians.
The report goes on and on with examples that should disgust U.S. taxpayers. In addition, the report was released amid news that August 2011 was the deadliest month for U.S. service members, and 2011 shaping up to be the deadliest year for Afghan civilians. Despite the spin from warhawks, people in the region know the coalition has lost. Last year, the “Godfather of the Taliban,” Hamid Gul, the former head of Pakistan’s Inter-Services Intelligence agency, laid out in extensive detail why America has been defeated (for skeptics of withdrawal, it’s worth reading).
The United States has largely disrupted, dismantled, and defeated al Qaeda. America should not go beyond that objective by combating a regional insurgency or drifting into an open-ended occupation. We have endured enough with tens of thousands of people killed, injured, and traumatized, and billions of dollars wasted.
U.S. Must Resist Military Role in Post-Qaddafi Libya
After weeks of very little movement either militarily or diplomatically in Libya, there are apparent developments on both fronts in recent days. Rebel forces, aided by NATO’s air support, finally appear to be advancing into western Libya and cutting off supply lines to Tripoli, the long-time stronghold of support for Muammar Qaddafi. And reports are swirling about secret negotiations that might provide a peaceful exit from the country for the aging dictator.
Those developments underscore that U.S. and NATO officials urgently need to consider what strategy they intend to pursue if Qaddafi’s more than four-decade hold on power finally comes to an end. That is more crucial for the leaders of the European members of the alliance, since Libya is located on Europe’s Mediterranean flank, but because the Obama administration unwisely chose to involve the United States in Libya’s internecine conflict by launching air strikes, it has become a pertinent issue for Washington as well.
The outlook for a post-Qaddafi Libya is midpoint between sobering and depressing. It is possible that the warring parties will accept a de facto division of the country between the eastern and western tribes, although a formal agreement to that effect is unlikely. Even an informal partition would more accurately reflect the demographics, politics, and history of that territory than an insistence on keeping Libya intact. Moreover, the most probable alternatives to a peaceful territorial division would be a continuous, simmering civil war or a rebel victory that would merely breed resentment in the western part of the country and pave the way for a new round of fighting a few years from now.
The NATO powers must confront the question of how much they are willing to assist the insurgents in maintaining control of western Libya once Qaddafi is gone. Prospects are not good that a government formed by the eastern-dominated rebel forces would be able to win even a modest number of influential converts from the western tribes. And if the problem of achieving and maintaining political control was not enough of a challenge for the insurgents and their NATO sponsors, there is the matter of repairing the infrastructure damaged in the fighting and replenishing the now largely empty Libyan treasury.
A new government in Tripoli cannot count on oil revenues in the short or medium term to remedy those problems. Experts estimate that it will be at least three years before oil production can return to pre-war levels.
Libya’s probable security and economic difficulties will create tremendous pressure on NATO to provide extensive financial aid and deploy peacekeeping forces. Therein lies the danger to the United States. Logically, if NATO does deploy ground forces, they should come overwhelmingly from France and some of the other countries bordering the Mediterranean. Those nations have the most at stake in trying to stabilize Libya. NATO members in central and northern Europe (with the exception of Britain) have shown little desire to engage in such a mission. So far, the Obama administration has indicated that the United States will not put ground forces into Libya —a wise exercise in restraint.
But given the financial woes of Italy, France and other key European members of the alliance, and given the habitual desire of the Europeans to off-load security problems onto the United States as NATO’s leader, it is all too likely that we will see a concerted campaign to get Washington’s participation in a post-Qaddafi peacekeeping mission. The Obama administration should firmly reject such overtures. Washington’s agenda is already more than full with the wars in Iraq and Afghanistan. And the NATO nation-building missions in Bosnia and Kosovo provide ample evidence that a similar venture in Libya could prove extremely lengthy, expensive, and frustrating. President Obama should resist any temptation to involve the United States further in Libya’s domestic quarrels.
President Obama’s Afghan Decision: Previewing the Speech
Tomorrow night, President Obama will announce how many troops will be withdrawn from Afghanistan over the next 18 months. CNN.com reported this morning that the president is expected to announce a plan that would bring all 30,000 “surge” troops home by the end of 2012. This would give them two more fighting seasons in Afghanistan. The Los Angeles Times reported administration and Pentagon officials told them 10,000 troops will leave Afghanistan by the end of this year. In an effort to quell the leaks, White House officials told Fox News that Obama has not made a final decision and that the reporting is “all over the map.”
But we should not allow this speculation over troop numbers to distract us from the bigger picture. Even if by the end of 2012 the size of the U.S. military presence is reduced by 30,000 (and I’m not holding my breath), that would still leave more than twice as many troops as were there in January 2009 when Obama took office.
We won’t know for sure what the president intends until tomorrow. More importantly, we won’t know if the president’s intentions translate into actual troop withdrawals until our brave men and women are welcomed back home. There will always be those arguing that conditions on the ground do not allow for a U.S. withdrawal. Some are making that case with respect to Iraq, a war that was supposedly won by David Petraeus and the surge back in 2008. For the U.S. military, it seems that every war is like the Eagles’ Hotel California: we can check out, but we can never leave.
Regardless of the president’s decision, the mission will not have changed. The military wants more time to put pressure on the Taliban. They believe that they have the Taliban on the run, and that continuing pressure will aid in negotiations on a political settlement. Meanwhile, the true believers of nation-building want to buy more time for the Karzai government to get its act together. They believe that if American troops and aid workers dig more wells, pave more roads, build more schools, and draft more legal standards, we will have achieved our essential goals. The public, and a growing number within the Congress, is skeptical.
And they should be. A nation-building mission is far too ambitious, and far too costly. Most importantly, it isn’t necessary. We could keep pressure on the Taliban, and deny al Qaeda a sanctuary, with perhaps as few as 10,000 troops in Afghanistan. If President Obama rejects that option, and declares instead that more than 60,000 U.S. troops will be in Afghanistan in 2013, he will have bowed to pressure from some within the Pentagon, at State, and a handful of think tankers, and ignored the clear wishes of the American people who want to turn their attention to building the United States, and allow the Afghans to build Afghanistan.
Senate Report Slams Nation-Building Efforts in Afghanistan
As confirmed by yet another U.S. government report, this one prepared by the Democratic majority staff of the Senate Foreign Relations Committee, America’s nation-building mission in Afghanistan has had little success in creating an economically viable and politically independent Afghan state.
The Washington Post’s Karen DeYoung writes:
The report also warns that the Afghan economy could slide into a depression with the inevitable decline of the foreign military and development spending that now provides 97 percent of the country’s gross domestic product. [Emphasis added]
U.S. leaders could look at that statistic and justify prolonging the mission. In fact, the report suggests, “Afghanistan could suffer a severe economic depression when foreign troops leave in 2014 unless the proper planning begins now.” Ironically, “proper planning” is the problem. The belief that outside planning can promote stability and growth has the potential to leave behind exactly the opposite.
While no one would deny that Afghanistan looks a lot better than it did in 2001, there’s a reason why American leaders might be sorely disappointed with the outcome when the coalition begins handing off responsibility to Afghans. As the bipartisan Commission on Wartime Contracting in Iraq and Afghanistan warned last week in a separate report, “the United States faces new waves of waste in Iraq and Afghanistan.” Without adequate planning to pay for ongoing operations and maintenance, U.S.-funded reconstruction projects in both countries will likely fall into disrepair.
The core problem is that top-down development strategies often deepen, rather than strengthen, a foreign country’s dependence on the international donor community. My colleague, development expert Ian Vasquez, once wrote, “Providing development assistance to such countries may improve the apparent performance of foreign aid, but it may also help to create dependence and delay further reform, problems that have long plagued official development assistance.” [Emphasis added]
Indeed, complaints about America’s presence in Afghanistan typically focus on troop levels; rarely discussed is the way in which foreign-led development schemes can deprive locals of the experience of planning projects, managing funds, and procuring goods: what they call in the industry, “building local capacity.” As my friend Joe Storm and I wrote a while back, “US-government contractors are mired in mismanagement and failure, perpetuating dependence at best. Even the Senate Foreign Relations Committee admits, “Donor practices of hiring Afghans at inflated salaries have drawn otherwise qualified civil servants away from the Afghan Government and created a culture of aid dependency.”
Dependence, of course, is only one of many problems. According to the report:
Foreign aid, when misspent, can fuel corruption, distort labor and goods markets, undermine the host government’s ability to exert control over resources, and contribute to insecurity.
Because development is plagued with inadequate oversight, many development contracts are dispersed independently of the quality of services provided. During a trip to Afghanistan some time ago, I heard story after story about development projects being abandoned before completion, American-built schools without teachers to staff them, and billions of dollars charged to American taxpayers for unfinished work that leave Afghans disillusioned. Naturally, turning our mission in Afghanistan into one of limitless scope and open-ended duration perpetuates this massive fraud and waste.
So, who’s at fault? Ourselves. Recall the December 5, 2001 Bonn Agreement, which proclaimed the international community’s determination to “end the tragic conflict in Afghanistan and promote national reconciliation, lasting peace, stability and respect for human rights in the country.” We’ve set the bar so incredibly high for a country that lacks the fundamental criteria intrinsic to the Westphalia model: (a) a legitimate host nation government (b) that possesses secure and internationally recognized borders, and (c) wields a monopoly on the use of force. None of these criteria exist. So far, we are 0-3: 0 wins, 3 losses.
With this latest report from members of Senate Foreign Relations Committee, we are reminded yet again not only of the importance of scaling down lofty expectations, but also recognizing the unintended consequences produced by the noblest of aims. Sadly, given the corruption and dependency we’ll leave in our wake, without an introspective self-critique of our policies, America could turn Afghanistan into Central Asia’s Haiti.

Bin Laden’s Death and the Debate over the U.S. Mission in Afghanistan
Osama Bin Laden’s death marks a significant achievement in the fight against al Qaeda. It also highlights the fact that our ostensible objective for continuing the war in Afghanistan has been achieved. Although some lawmakers have been quick to claim that bin Laden’s demise proves that our nation-building mission is showing signs of success, others recognize that this momentous achievement justifies scaling down our presence in Afghanistan. Indeed, rather than expansive counterinsurgency campaigns, targeted counterterrorism measures would suffice.
It is encouraging that Republican members of Congress are questioning the mission. Senator Richard Lugar (R-IN), ranking Republican on the Senate Foreign Relations Committee, expressed his concern yesterday:
[Senator Lugar] said Afghanistan no longer holds the strategic importance to match Washington’s investment. He cited recent comments from senior national-security officials that terrorist strikes on America are more likely to be planned in places like Yemen.
Lugar raised concerns that U.S. policy on Afghanistan is focused more on building up its economic, political and security systems. “Such grand nation-building is beyond our powers,” he said bluntly.
Most poignantly, he summed up the problem as such:
With Al Qaeda largely displaced from the country, but franchised in other locations, Afghanistan does not carry a strategic value that justifies 100,000 American troops and a $100 billion per year cost, especially given current fiscal constraints.
These realities have neither shifted the GOP establishment’s talking points on defense, nor the Obama administration’s “stay-the-course” policy in Afghanistan. Nevertheless, this debate, especially among Republicans, is important. As my Cato colleague Ben Friedman has pointed out in original research, the Tea Party Republicans that swept into office last November may have good instincts, but have done little to shift the overarching debate about the efficacy of nation-building. Perhaps increased calls for rethinking the mission will have to come from senior GOP types like Lugar. As my other Cato colleague, Gene Healy, trenchantly notes, “There was always something odd about conservatives jumping from ‘they hate us because we’re free’ to ‘if we make them free, then they won’t hate us.”
Cato scholars have been making the case for de-escalation from Afghanistan for the past several years. Hopefully, more Republicans will recognize, as most libertarians already do, that it is inconsistent to espouse talk of fiscal responsibility and limited government at home while engaging in social engineering and nation-building abroad. More republicans should recognize that there is nothing conservative about wasting taxpayer dollars on a mission that weakens America economically and militarily. As Cato founder and president Ed Crane has argued, it’s time for the GOP leadership to return to its non-interventionist roots.
Since 9/11, America’s mission in Afghanistan has evolved dramatically. It’s gone from punishing al Qaeda and the Taliban to paving roads and building schools. To imagine that the U.S.-led coalition can create a functioning economy and establish civilian and military bureaucracies through some “government in a box” highlights the ignorance and arrogance of our central planners in Washington.
Let’s hope that the landmark death of Osama bin Laden brings a swift end to our ongoing investment and sacrifice.
