Europe’s Weakness: Feature or Bug?
The question at National Journal‘s Security Experts blog concerning NATO and the future of Europe has stimulated quite a spirited debate. I decided to take another bite at the apple.
Gordon Adams objects to the framing of the question, arguing that Europe is more important than ever because European governments have chosen to invest in civilians, not men and women at arms. In this context, Europe’s military weakness is a feature, not a bug.
Dan Serwer agrees, saying that the “Europeans are on to something,” that their civilian capabilities are vast, that they’ve been deployed in 22 different operations, and are involved in a dozen currently.
But even if they have such capabilities, all the soft power in the world isn’t worth much without some military power to back it up. In many of the places where nation building might be called for, various thugs, murderers and warlords use weapons to steal food aid, intimidate local officials, and kidnap wealthy foreigners. Such situations cry out for hard power: people who pry the weapons from the cold dead hands of the warlords, and convince the warlords’ followers to get onboard or else meet a similar fate. The aftermath of this dynamic, played out dozens of times in the past several decades, is what allows the guys in wingtips and the gals in sensible pumps to do development assistance, legal reform, institution building, etc.
In this respect, I agree with Messrs. Killebrew and Carafano. Hard power still matters. Unlike them, however, I would much prefer that locals be responsible for adjudicating these internal disputes, and, failing that, that others beside the U.S. military be capable and willing to deliver that hard power.
Iraq: Making Few Friends and Less Profits
When the Bush administration started its misguided adventure in Iraq, the president and his Neocon chorus presumed that the U.S. would be acquiring a loyal, even obseqious ally. With the American-subsidized bank embezzler Ahmed Chalabi in charge, Baghdad would create a Western-style democracy, enshrine women’s rights, recognize Israel, provide the U.S. with permanent military bases, and offer a new market for American businesses.
Alas, we’ve struck out: zero for five. Although America’s uber-hawks bridled at reference to our “occupation” of Iraq, Iraqis had no hesitation in using the word and surprised the Bushies by demanding a deadline for the withdrawal of American forces. And Iraqi opposition to the U.S. occupation has affected their attitude toward Americans in other areas.
Although none of this is, or at least should be, surprising, the lack of success by private U.S. companies should provide a particularly powerful lesson of the perils of intervention. Reports the New York Times:
Iraq’s Baghdad Trade Fair ended Tuesday, six years and a trillion dollars after the American invasion that toppled Saddam Hussein, and one country was conspicuously absent.That would be the country that spent a trillion dollars — on the invasion and occupation, but also on training and equipping Iraqi security forces, and on ambitious reconstruction projects in every province aimed at rebuilding the country and restarting the economy.
Yet when the post-Saddam Iraqi government swept out its old commercial fairgrounds and invited companies from around the world, the United States was not much in evidence among the 32 nations represented. Of the 396 companies that exhibited their wares, “there are two or three American participants, but I can’t remember their names,” said Hashem Mohammed Haten, director general of Iraq’s state fair company. A pair of missiles atop a ceremonial gateway to the fairgrounds recalled an era when Saddam Hussein had pretensions, if not weapons, of mass destruction.
The trade fair is a telling indication of an uncomfortable truth: America’s war in Iraq has been good for business in Iraq — but not necessarily for American business.
American companies are not seeing much lasting benefit from their country’s investment in Iraq. Some American businesses have calculated that the high security costs and fear of violence make Iraq a business no-go area. Even those who are interested and want to come are hampered by American companies’ reputation here for overcharging and shoddy workmanship, an outgrowth of the first years of the occupation, and a lasting and widespread anti-Americanism.
While Iraq’s imports nearly doubled in 2008, to $43.5 billion from $25.67 billion in 2007, imports from American companies stayed flat at $2 billion over that period. Among investors, the United Arab Emirates leads the field, with $31 billion invested in Iraq, most of that in 2008, compared to only about $400 million from American companies when United States government reconstruction spending is excluded, according to Dunia Frontier Consultants, an emerging-market analyst. “Following this initial U.S.-dominated reconstruction phase, U.S. private investors have become negligible players in Iraq,” Dunia said in a report.
So much for the old theory of mercantilism.
Think about it. The U.S. overthrows the dictator, pours in billions of dollars for reconstruction projects, and promotes democratic elections — and instead of applauding America and filling the land with statues to George W. Bush, the locals prefer to buy goods from other people. Maybe invading and bombing other countries, disrupting and wrecking other societies, and killing and injuring other people isn’t the best way to promote good relations with the rest of the world.
McChrystal’s Assessment
In his review of the war in Afghanistan, states that “failure to gain the initiative and reverse insurgent momentum in the near-term (next 12 months)—while Afghan security capacity matures—risks an outcome where defeating the insurgency is no longer possible.”
I would hope that Congress and the American people hold McChrystal to his “12 month” prediction, because if President Obama sticks to McChrystal’s ambitious strategy, U.S. forces could remain in Central Asia for decades.
McChrystal argues that the U.S. military must devote more effort to interacting with the local population and elevating the importance of governance. How? Does America defeat the Taliban in order to build an Afghan state, or does America build an Afghan state in order to defeat the Taliban? Winning the support of the population through a substantial investment in civilian reconstruction cannot take place without some semblance of stability on the ground. The mission’s multi-disciplinary approach (“an integrated civilian-military counterinsurgency campaign”) is understandable, but oftentimes its feasibility is simply assumed.
Unfortunately, the United States has drifted into an amorphous nation building mission with unlimited scope and unlimited duration. Our objective must be narrowed to disrupting al Qaeda. To accomplish that goal, America does not need to transform Afghanistan into a stable, modern, democratic society with a strong central government in Kabul—or forcibly democratize the country, as our current mission would have us do, or as McChrystal states “Elevat[ing] the importance of governance.” These goals cannot be achieved at a reasonable cost in blood and treasure in a reasonable amount of time—let alone the next 12 months.
Why War in Afghanistan Is Futile
A couple weeks ago, my Cato colleague, Justin Logan, wrote a post on Rory Stewart’s brilliant article that appeared in the London Review of Books. Justin offered compelling reasons why arguments for nation building, and the concomitant “state failure is a threat to humanity,” are deeply flawed. But I think Stewart’s piece offers arguments that bears emphasis.
Stewart is Chief Executive of The Turquoise Mountain Foundation, a not-for-profit, non-governmental organization based in Kabul. According to Stewart, many policymakers and prominent opinion leaders are prone to:
minimizing differences between cultures, exaggerating our fears, aggrandizing our ambitions, inflating a sense of moral obligations and power, and confusing our goals… [these irresistible illusions] papers over the weakness of the international community: our lack of knowledge, power and legitimacy… It assumes that Afghanistan is predictable. It is a language that exploits tautologies and negations to suggest inexorable solutions. It makes our policy seem a moral obligation, makes failure unacceptable, and alternatives inconceivable.
Perhaps Stewart’s most important point:
But Osama bin Laden is still in Pakistan, not Afghanistan. He chooses to be there precisely because Pakistan can be more assertive in its state sovereignty than Afghanistan and restricts US operations. From a narrow (and harsh) US national security perspective, a poor failed state could be easier to handle than a more developed one: Yemen is less threatening than Iran, Somalia than Saudi Arabia, Afghanistan than Pakistan.
The argument that America’s security depends on rebuilding failed states, like Afghanistan, fails partly since terrorists can move to governed spaces. Rather than setting up in weak, ungoverned states, enemies can flourish in strong states because these countries have formally recognized governments with the sovereignty to reject interference in their internal affairs.
Insurgents know they can’t fight a conventional army directly. With a protracted war of attrition, however, they can gradually expand their political and economic influence.
Thus, as we’ve seen in Vietnam, Iraq, and today in Afghanistan, insurgents leave areas where American troops concentrate and then return when those troops deploy elsewhere. And Afghan militants find sanctuary in neighboring, nuclear-armed Pakistan, which is not targeting the original Afghan Taliban.
In fact, Islamabad still supports the original Afghan Taliban that at one time controlled most of Afghanistan. The Swat valley offensives we keep hearing about feature the Pakistanis fighting indigenous Pakistani Taliban groups that have proliferated in response to Islamabad’s alignment with the United States in the so-called “war on terror.”
Honestly, America has no business stopping Pakistan from influencing Afghanistan. Let them have it! As I argue here, “the war’s strategic rationale still remains tenuous. Central Asia holds little intrinsic strategic value to the United States, and America’s security will not necessarily be endangered even if an oppressive regime takes over a contiguous fraction of Afghan territory.”
Sadly, however, bureaucratic inertia and misconceptions of Washington’s moral obligations could trap the United States in Afghanistan for decades. Hopefully, some people in the Obama White House will inform the president that Afghanistan is not a winnable war.
Trying Harder in Afghanistan
President Obama today gave a statement about his strategy for Afghanistan and Pakistan. The first thing to say here is that, according to those who attended a White House briefing, the strategy is not complete: the goals are not defined.
Second, there seems to be a gap between rhetoric and reality. On the one hand, the White House is rhetorically embracing the idea that, at least as far as Afghanistan is concerned, the problem is insufficient U.S. effort. That is consistent with what Obama has said all along: that we are failing in Afghanistan because U.S. efforts there are starved of resources that went to Iraq.
So we need more trainers for the Afghan army (a brigade from the 82nd Airborne gets that job), more combat troops (although only the 17,000 already committed), more U.S. government civilians to aid local development, and more drug eradication (on the folly of this, read Ted Carpenter and David Rittgers). As an enthusiastic Robert Kagan points out, this seems to be a stronger embrace of the nation-building strategy. The partial departure is the willingness to try to buy off elements of the Taliban.
On the other hand, the trainers being sent were requested long ago, and the troop increase is not new. The other shifts are minor. So, in terms of action, little has changed. There seems be a compromise here between the so-called minimalists and maximalists, which caused essentially a stalemate.
If you agree that the trouble in Afghanistan is that we weren’t trying hard enough, you should wonder why we aren’t trying even harder — doubling down on troops and effort, not just saying so. If you think, as I do, that we need a new strategy of radically reduced objectives, you have the opposite concern.
Our Problem on the Ground in Afghanistan
Virtually no one believes that things are going well on the ground in Afghanistan. The reasons are many. Some of the practical frustrations are captured by my friend Joshua Foust, who is working with the military on attempting to better understand Afghan society. He writes:
Over scalding cups of tea in mid-February, an elder in Nijrab, Afghanistan said to me, “For two years you have come here and asked me the same questions. I like you, I like the French, but you people never learn.”
He was referring to the generic questions Westerners ask Afghans: What is your life like? Where is the Taliban? What are your village’s needs? This particular elder has regular contact with American troops, and likes Americans enough to have tea with us. Nevertheless, he was deeply frustrated by the way, for all our questions, we never seem to learn from our experiences.
Very few people in Kapisa province assume that coalition forces are there to do them harm. They acknowledge that ISAF behaves fundamentally differently than the Soviets did. Yet as the seventh year of the war begins, there is enormous frustration with the coalition for not learning from its mistakes, and also with the Afghan government for being unresponsive.
One elder from northern Tagab said, “We can sit down and have tea with you, but we can’t with our own government.” He said he wished the coalition would focus more on the people and less on the government. “Governments come and go,” he said, “but the people will always be here.”
Indeed, countless interviews indicate that people in Afghanistan have very little confidence in their local government or the police, instead trusting their shuras (community and district councils) and the Army to represent their interests.
His reports on his blog also are well worth reading. Josh is a skeptic of preventive wars and nation-building, but his posts are more reportorial, giving us ivory tower sorts a better sense of the reality that America’s military and civilian personnel must confront every day in Afghanistan.
