Michelle Obama on Personal Responsibility and the Limits of Federal Programs
Yesterday the First Lady addressed high school students visiting Georgetown University for a day. Her message was to encourage students to strive for academic success and college degrees, but her answer to one question said a whole lot more. Here’s the question:
about the community, like, about this violence and teen pregnancy that’s going on…. What could you and your husband do to change or help out us young people? Because it’s like someone dying every day. Like, it’s just crazy.
Mrs. Obama answered at length, stressing the need for every individual to take responsibility for his own life and his own destiny, going so far as to add that
there’s all this stuff the President and Congress can do, but trust me, they can’t fix that. No matter what, they can’t get in your head and change that. You have to do that.
The First Lady is right that people must take responsibility for themselves, but what she seems not to realize is that government programs often stifle that kind of behavior. Responsibility is like a muscle: use it or lose it. The only way you learn how to behave responsibly is to actually have real responsibilities. Government has gotten in the way of that process in a host of ways, but nowhere so perniciously as in education. Today, the only educational responsibilities most parents have is to get their kids up in the morning and point them in the direction of the school or the school bus. They don’t decide where their kids go to school, who teaches them, or what they’ll be taught. The natural result—the inevitable result—is the atrophy of parental responsibility towards their children’s education and the horrendous cascade of social ills that flows from it.
Most of this is the fault of our state school monopolies that automatically assign children to schools based on where they live. But the federal government has exacerbated that problem by centralizing control over schooling even further. By abolishing their failed k-12 education programs alone, Congress would save the nation’s taxpayers roughly $70 billion annually. And by encouraging states to return power over education to parents instead of leaving it with bureaucrats, they would dramatically increase the exact kind of responsible behavior that Mrs. Obama knows is essential to solving so many of our social and economic problems.
Consider that the state of Florida has a program that cuts taxes on businesses that donate to non-profit k-12 scholarship funds. Those scholarship organizations subsidize private school tuition for low-income families. According to two separate studies, this program improves achievement in public schools, by virtue of the new competitive pressures it introduces, and it improves the achievement of the students who participate. And by requiring parents to make the difficult decisions as to where to send their children to school, and by requiring most parents to contribute at least a small co-payment, this program builds exactly the kind of responsibility and exactly the kind of social capital that Mrs. Obama so rightly yearns for.
Oh, and, by the way, it saves taxpayers $1.49 for every dollar it reduces state revenue, so it makes economic sense in the immediate term as well as in the long term.
But there’s a catch: This practical and proven solution does not seem to fit well with Mrs. Obama’s political ideology—or, more damagingly, with her husband’s. So instead of ending failed federal education programs and encouraging parental choice, power, and responsibility, the president will keep pursuing federal programs that even his own wife recognizes are doomed to fail.
But while it’s hard for a person to change his ideology, it’s easy for a country to change its president.
Are Unions Really Good for Democrats?
Charles Krauthammer’s latest column is titled “The Union-Owned Democrats.” In it, he recounts a litany of economically ruinous actions being pursued by unions around the country, from blocking free trade agreements to hobbling Boeing’s efforts to compete with Airbus. He writes that “unions need Democrats — who deliver quite faithfully,” and that “Democrats need unions.”
Like a hole in the head.
Yes, it’s been a politically and financially symbiotic relationship for many decades. Unions get rents, Democrats get elected. But, as I argue in a cover story for The American Spectator this month (now on-line: “A Less Perfect Union“), it can’t last.
The biggest unions of all are the public school employee unions—the AFT and the NEA—with well over 4 million members between them. As I point out in my Spectator piece, these unions have become too successful for their own good—and for the good of the Democratic party.
In their game of Monopoly with American kids and taxpayers they have created staggering bloat in public school employment (which has grown 10 times faster than student enrollment over the past 40 years), and they have wheedled total compensation packages worth $17,000 more per year than those of their private sector counterparts (who, according to most of the research, outperform them in the classroom).
But the union-led public school spending spree has nearly bankrupted states all over the country. If California’s public schools had just maintained the same level of efficiency they’d had in 1970 (not gotten better, as other fields have, just stagnated), it would turn the state’s $26 billion deficit hole into a surplus.
Americans are rapidly running out of money to pay for their states’ school monopolies, and they are rapidly introducing school choice bills (42 states have done so this year), to give families alternatives. But as families escape the highly unionized monopoly and send their kids to school in the largely non-unionized private sector, teachers union power will implode. And resentment at having been gored for so long by the now bankrupt and discredited system will focus on the party that fought to preserve it until the bitter end… Democrats.
In my Spectator piece, I explain why that would be a bad thing, and what Democrats could do to avoid that fate. “Public schooling” is just a tool, and an ineffective, unaffordable one at that. Public education is a set of goals and ideals that can be advanced much more effectively by other policy mechanisms. The sooner Democrats realize that, the less likely they are to be dragged to the bottom of the political sea by the sinking union-helmed school monopoly.
VICTORY! Supreme Court Upholds Education Tax Credits
Ruling in ACSTO v. Winn today, the United States Supreme upheld Arizona’s k-12 scholarship tax credit program. Under this program, individuals receive a tax cut if they donate to a non-profit scholarship fund that gives out private school tuition aid.
Today’s decision, a reversal of an earlier ruling by the 9th Circuit, found that the respondents had no right to sue to stop the AZ program because they have not been harmed by it. And the reason they have not been harmed is central to why, for nearly 20 years, I have favored education tax credit programs over both traditional public schooling and voucher programs.
Respondents alleged that cutting a person’s taxes is equivalent to spending government money — and since taxpayers are receiving credits for donations to religious organizations, that was ostensibly equivalent to the government giving to those organizations. The Court answered, quite simply: “That is incorrect.” Elaborating, the Court ruled that:
tax credits and governmental expenditures do not both implicate individual taxpayers in sectarian activities. A dissenter whose tax dollars are “extracted and spent” knows that he has in some small measure been made to contribute to an establishment in violation of conscience…. [By contrast,] awarding some citizens a tax credit allows other citizens to retain control over their own funds in accordance with their own consciences. [emphasis added]
That is precisely the argument I have been making for a very long time (last Friday, at a conference in Berkeley; last year in a blog post, here; a dozen years ago, in my book Market Education: The Unknown History).
With this ruling, the way forward for the school choice movement is clearer than it has ever been. Education tax credits — both the scholarship form operating in Arizona and the direct form operating in Illinois and Iowa — allow for universal access to the education marketplace without forcing any citizen to subsidize instruction that violates their convictions. No other school choice system offers that advantage and it is an advantage that is central to the values of our nation. As Thomas Jefferson wrote in the Virginia Act Establishing Religious Freedom:
To compel a man to furnish contributions of money for the propagation of opinions which he disbelieves… is sinful and tyrannical
Public schooling has long been a source of social conflict because it engenders just such compulsion. Education tax credits offer a way of securing universal public education without this blight. It is time to adopt them more widely.
I Said Believe!
Since its beginning, one of the primary drivers behind public schooling — government schooling — has been a desire to compel belief, whether in “American” values, God, the primacy of science, or myriad other things that some people have thought it essential for all people to accept. The result has been constant conflict that, rather than uniting diverse people — a companion goal of public schooling — has divided them. And not only have crusades to force belief created ongoing conflicts, there’s generally been little evidence they’ve actually changed the targeted beliefs. So we’ve gotten all the downside of trying to force alterations to hearts and minds without actually changing them.
Case in point, the seemingly endless war over the teaching of human origins.
Despite decades of keeping religion out of the public schools, the latest polling shows that 40 percent of Americans believe that God created human beings in their present form about 10,000 years ago, while only 16 percent think that human beings evolved without the participation of God.
New research from a couple of Penn State political scientists elucidates one reason – besides simple, honest disagreement — that this is the case. While law can prohibit the teaching in public schools of such alternatives to evolution as creationism and intelligent design, it cannot actually make biology instructors teach evolution. And, it turns out, a major reason many teachers tiptoe around evolution is that they fear the backlash that would come from forcing a singular view on diverse people.
According to Michael Berkman and Eric Pultzer, roughly 60 percent of respondents in the National Survey of High School Biology Teachers reported that they either steer clear of evolution or dance around it not necessarily because they reject the theory, but because they don’t want trouble. “Our data show that these teachers understandably want to avoid controversy,” the researchers said. It’s a finding that confirms an anecdotal New York Times report from a few years ago, and that fits with other analyses of public schooling that conclude that often the easiest thing for public schools to do is simply avoid any disputed topic.
So what do we do?
For starters, stop making education policy based on the notion that some things are so important all people must be forced to believe in them. You simply cannot compel belief — at best, you’ll get the parroting back of what you want to hear, not true acceptance. Worse, you’ll very likely create a situation where no one gets what they want and everyone ends up with empty, incoherent, compromised curricula.
The ultimate solution is to let parents choose options for their children without first having to pay for the “one, best system,” and to let educators provide schooling tailored to the values and needs of whomever they wish to serve. Then everyone will be be able to access coherent curricula rather than being saddled with educational mush.
Of course, many people will choose to have their children learn things with which neither you nor I agree. We can make that clear to them by selecting different options for our own children and openly debating conflicting opinions. What we cannot do is continue to try to impose our beliefs on them: not only is it incompatible with a free nation and antithetical to social unity, it often ends up keeping everyone from getting what they believe is best for their children.
Reply to Samuelson: It Is an Engineering Problem
In today’s Washington Post, Robert Samuelson argues that the performance of U.S. public schools is at least adequate, and that the relatively low achievement of black and Hispanic students is to be attributed to history and culture rather than to our education system. These claims are not new, and I might well have ignored them if he hadn’t got my Irish up with the off-hand comment that “what we face is not an engineering problem.” (More on that in a second.)
First, let’s dispatch the claim that public schooling is off the hook for the poor performance of low-income minority children. I’m currently undertaking a statistical study of the performance of 78 separate charter school networks in California, relative to one another and to the state’s traditional public schools. To foreshadow the results, the performance differences within socioeconomic groups are enormous even after controlling for school-wide peer effects. Among low-income Hispanic students, across grades, schools and subjects, average scores at two of the top charter networks (American Indian Public Schools and Oakland Charter Academies) are roughly 4 standard deviations above the statewide traditional public school mean. Quatre. Quattro. FOUR.
To put that in perspective, effect sizes in social science research are normally evaluated based on Jacob Cohen’s rule of thumb that 0.2 standard deviations is “small”, 0.5 is “moderate”, and anything bigger than 0.8 is “large.” To put it further in perspective, the low-income Hispanic effect sizes of two of California’s most elite and academically selective public schools are closer to 2 S.D. So the top charter networks, which accept every student who applies, massively outperform elite public schools that actively select their students based on prior test scores. Consistently. Across grades and subjects. [Note that there's also wide variation in performance among charter school networks, with many performing below the mean of traditional public schools. Further details when the paper is published in a few months].
So, no, public schooling is not off the hook. We know it is possible to dramatically raise the achievement of low-income minority students above the current public school level. The problem is that we lack a system for reliably replicating the good schools and crowding out the rest. And what kind of problem is that? Even Wikipedia knows the answer:
Engineering is the discipline, art and profession of acquiring and applying scientific, mathematical, economic, social, and practical knowledge to design and build… systems… and processes that safely realize solutions to the needs of society.
Engineering is just a broad set of tools for finding practical solutions to complex problems. One of the most useful of those tools is an aversion to reinventing the wheel, so engineers always ask how the kind of problem they’re addressing has been approached previously, in other places, even in other fields. When possible, they adapt proven solutions to the problem at hand.
So let’s all be engineers for a day on January 28th and hear what education experts from Sweden and Chile have to say about how their nations have been encouraging the replication of good schools. You can register for this unique lunchtime event here.
National Standards to Help Crush Annoying Dissenters
One of the most regrettable outcomes of government schooling is constant, wrenching conflict as diverse people are forced to fight over the uniform school system they all have to support. Sadly — and in complete opposition to the foundational American value of individual liberty — one of the few ways these conflicts can be resolved is by crushing groups with insufficient political power, keeping them from getting the education they want for their children.
Unfortunately, making it easier to do exactly that seems to have motivated at least some people in Kansas to support their state’s adoption of federally backed “Common Core” standards. Under the guise of removing politics from public schooling – meaning, crippling the ability of those who disagree with them to fight back — some supporters are lauding the standards especially if they are extended to science. Then, the state wouldn’t have to deal with the highly divisive question of how to teach human origins. The assumption, it seems, is that by adopting national standards evolution skeptics in Kansas would be overruled not just by evolution supporters in Kansas, but, de facto, supporters nationwide:
The movement toward national standards — the Kansas State Board of Education joined the program earlier this month — comes with plenty of advantages, said Rick Doll, superintendent of the Lawrence school district.
Among them is snuffing the likelihood of political flare-ups, such as the off-and-on debate over whether Kansas should de-emphasize the teaching of evolution in public schools.
“What we teach in school should not be dependent on the political leanings of a governing body,” Doll said. “With this, there’s less chance of that happening.”
Whether you are the most zealous creationist or the ardent Darwinist, this thinking should frighten you.
For one thing, having national standards will only push the fighting to the national level, threatening to tear apart the entire country with conflicts that could have been contained within state or district boundaries. Moreover, the fighting is likely to be even more intense, because with national standards there’s nowhere to go but out of the country if you lose. And that raises what should be the most alarming point for national-standards advocates: What happens if and when you are not in power? Then everyone will get stuck with not only what you dislike, but what, if you are right, might even be educationally or socially dangerous. But you’ll only have yourself to blame. After all, you’ll have built the nuke suddenly pointing at you.
Waiting for Realityman
The edu-documentary Waiting for ‘Superman’ continues to generate lots of noise about fixing American education. Unfortunately, like the film itself, most of the noisemakers ultimately ignore reality: The only way to make educators truly put children first is to require that they satisfy parents — the customers — to get their money. And that can mean only one thing: transforming our education system into one in which parents control education funding and educators have to earn their business.
You would think that would be clear to members of the U.S. Chamber of Commerce. Think again: In a new report, the Chamber demonstrates that what’s really needed is not a visit from Superman, but for Realityman to give it a superpowered kick to the rear so that it will demand universal school choice, not the milquetoast tweaks of the government monopoly it meekly champions.
What follows are just a few examples of where the Realityman Signal shines brightly in the report — where the Chamber clearly sees the diabolical work of government monopoly, but ultimately fails to identify the culprit – calling out for our hero to save the Chamber.
First, the paper notes that “successful businesses use well-documented management and leadership practices that result in lean, accountable, flexible, high-achieving organizations.” Meanwhile, “these practices are often absent in school management. State [sic] and districts are not held accountable for their academic outcomes relative to their expenditures….”
No kidding: Businesses have to become ever-more efficient and effective or they’ll lose customers to better, cheaper competitors. Public schools, in contrast, have no real competition and get paid no matter what.
Next, if you aren’t happy with the state of your schools, the Chamber advises getting “tough with candidates and elected officials…. Call candidates, conduct town hall forums and invite the press, write op-eds, and call your local newspaper reporters who work on education issues.”
Now, is this how most businesses work? If a firm isn’t happy with a supplier, does it call its congressman, hold fora, pen op-eds, badger reporters, all in the hope of eventually persuading the supplier to change? Of course not: If the supplier doesn’t improve, the firm just finds a new one and moves on!
Finally, the Chamber laments that “other industries are changing, adapting, and harnessing the power of new technologies, but our education system resists change.”
There’s a simple explanation for this: Public schooling isn’t an “industry.” WordNet defines “industry” as “the organized action of making of goods and services for sale [italics added].” But public schools don’t sell anything. They simply take, and because they don’t have to earn any business they have little incentive to adapt new technologies.
Surely most businessmen recognize the forces that push them to do their best. Why can’t they see the desperate need for the same forces in education?
Save us, Realityman!
Fordham Institute 1, Education 0
On NRO today, the Fordham Institute’s Chester Finn and Michael Petrilli take a little time to gloat about the continuing spread of national education standards. In addition, as is their wont, they furnish hollow pronouncements about the Common Core being good as far as standards go, and ”a big, modernized country on a competitive planet” needing national standards. Oh, and apparently having counted the opponents of national standards on “the right,” they note that there are just “a half-dozen libertarians who don’t much care for government to start with.”
Now, there are more than six conservatives and libertarians who have fought national standards. But Finn and Petrilli are sadly correct that most conservatives haven’t raised a finger to stop a federal education takeover — and this is a federal takeover – that they would have screamed bloody murder about ten years ago. There are many reasons for this, but no doubt a big one is that too many conservatives really are big-government conservatives committed, not to constitutionally constrained government, but controlling government themselves. If they think they can write the national standards, then national standards there should be.
These kinds of conservatives just never learn. As I have explained more times than I care to remember, government schooling will ultimately be controlled by the people it employs because they are the most motivated to engage in education politics. And naturally, their goal will be to stay as free of outside accountability as possible!
This is not theoretical. It is the clear lesson to be learned from the failure of state-set standards and accountability across the country — not to mention decades of federal education impotence – that Fordhamites constantly bewail. Indeed, Finn and Petrilli lament it again in their NRO piece, complaining that “until now…the vast majority of states have failed to adopt rigorous standards, much less to take actions geared to boosting pupil achievement.” And why is this? Politics! As they explained in their 2006 publication To Dream the Impossible Dream: Four Approaches to National Standards and Tests for America’s Schools:
The state standards movement has been in place for almost fifteen years. For almost ten of those years, we…have reviewed the quality of state standards. Most were mediocre-to-bad ten years ago, and most are mediocre-to-bad today. They are generally vague, politicized, and awash in wrongheaded fads and nostrums.
At this point, I really have nothing new to say. That political reality will gut national standards while making the public schooling monopoly even worse is clear if you’re willing to acknowledge it. Regretably, the folks at Fordham — and many conservatives — just aren’t. So congratulations on your victory, Fordham. To everyone else, my deepest condolences.
Unfortunately, One Man’s “Paranoia” Is Everyone Else’s “Reality”

According to the Fordham Institute’s Chester Finn, I and others like me are “paranoid.” So why, like Ozzy Osbourne, am I “frowning all the time?” Because I look at decades of public schooling reality and, unlike Finn, see the tiny odds that “common” curriculum standards won’t become federal standards, gutted, and our crummy education system made even worse.
Finn’s rebuttal to my NRO piece skewering the push for national standards, unfortunately, takes the same tack he’s used for months: Assert that the standards proposed by the Common Core State Standards Initiative are better than what most states have produced on their own; say that adopting them is “voluntary;” and note that we’ve got to do something to improve the schools.
Let’s go one by one:
First, as Jay Greene has pointed out again and again, the objection to national standards is not that the proposed CCSSI standards are of poor quality (though not everyone, certainly, agrees with Finn’s glowing assessment of them). The objection is that once money is attached to them — once the “accountability” part of “standards and accountability” is activated — they will either be dumbed down or just rendered moot by a gamed-to-death accountability system.
This kind of objection, by the way, is called “thinking a few steps ahead,” not “paranoia.”
It’s also called “learning from history.” By Fordham’s own, constant admission, most states have cruddy standards, and one major reason for this is that special interests like teachers’ unions — the groups most motivated to control public schooling politics because their members’ livelihoods come from the public schools — get them neutered.
But if centralized, government control of standards at the state level almost never works, there is simply no good reason to believe that centralizing at the national level will be effective. Indeed, it will likely be worse with the federal government, whose money is driving this, in charge instead of states, and parents unable even to move to one of the handful of states that once had decent standards to get an acceptable education.
Next, let’s hit the the “voluntary” adoption assertion. Could we puh-leaze stop with this one! Yes, as I note in my NRO piece, adoption of the CCSSI standards is technically voluntary, just as states don’t have to follow the No Child Left Behind Act or, as Ben Boychuk points out in a terrific display of paranoia, the 21-year-old legal drinking age. All that states have to do to be free is “voluntarily” give up billions of federal dollars that came from their taxpaying citizens whether those citizens liked it or not!
So right now, if states don’t want to sign on to national standards, they just have to give up on getting part of the $4.35 billion Race to the Top fund. And very likely in the near future, if President Obama has his way, they’ll just have to accept not getting part of about $14.5 billion in Elementary and Secondary Education Act money.
Some voluntarism….
Finally, there’s the “we’ve got to do something to fix the schools” argument. I certainly agree that the education system needs fixing. My point is that it makes absolutely no sense to look at fifty centralized, government systems, see that they don’t work, and then conclude that things would be better if we had just one centralized, government system. And no, that other nations have national standards proves nothing: Both those nations that beat us and those that we beat have such standards.
The crystal clear lesson for those who are willing to see it is that we need to decentralize control of education, especially by giving parents control over education funding, giving schools autonomy, and letting proven, market-based standards and accountability go to work.
Oh, right. All this using evidence and logic is probably just my paranoia kicking in again.

This Is Sparta!
…Sparta, New Jersey that is. Like their fellow citizens in 54 percent of school districts across the state, the people of Sparta rejected their local district’s proposed budget yesterday. That’s the highest rate of school budget rejections since 1976, according to the New Jersey Star Ledger. Why? Taxpayers are tired of the relentlessly increasing per-pupil cost of public schooling at a time when their own household budgets are under pressure. It helped that popular new governor Chris Christie recommended that voters reject their districts’ budgets unless the teachers unions agreed to a one year salary freeze. [HT: Instapundit]
If this keeps up, voters might just decide to dump the government monopoly approach to schooling in favor of an education system that offers families far more choices while dramatically reducing costs.
Harkin: Education Too Important Not to Mortgage Our Future
Yesterday, I wrote about a bill introduced by Sen. Tom Harkin (D-IA) that would allocate $23 billion to protect public schooling employment against the end of “stimulus” funding. I wrote that it appeared the stimulus would essentially set a new floor for education spending — as many had feared it would – not just be a one-time deal. It also seemed an utterly irresponsible expenditure given the nation’s almost unimaginable debt.
At a hearing on the measure yesterday, Harkin addressed the debt concern. Of course, he did it in the same way federal politicians have for years dealt with their spending the nation into oblivion. According to Inside Higher Ed, Harkin said the debt is a legitimate concern, but this particular issue is just too important to worry about it:
“We’re going to borrow from our kids and our grandkids to pay for this now? That shouldn’t be — we’re borrowing too much from our kids and grandkids,” Harkin said, channeling criticism he said he anticipated hearing. Harkin said he agreed with the overarching concern. But the fact that this money is targeted for education makes it different, he suggested. “How can you argue on the one hand that it’s okay for kids to borrow to go to college, but it’s not all right to borrow to make sure there’s a college for them to go to? That there are teachers in our high schools and grade schools to prepare these kids for the future? It seems to me if there’s one legitimate area where we can borrow from the future, it’s in education.”
Um, Senator, even if you think education is more important than utterly unsustainable debt, would you at least take a small moment to see if yet more spending and hiring would do any educational good? You know, if we’d get a positive return on our investment?
Oh wait — if you did that, you’d not only see that it is absurd to suggest that failing to furnish $23 billion would lead to the widespread demise of colleges and teachers (in 2008 we spent almost $1.1 trillion on education), you’d also see that decades of spending increases haven’t produced any meaningful improvements. K-12 test scores have been flat, literacy levels among college graduates dropping, and our international standing poor.
So Senator, feel free to think that a good education is more important than controlling profligate government spending. But don’t try to tell us that spending more will actually provide that good education. That just isn’t true.
