Rick Perry, Arne Duncan, and Michael Jackson
To my astonishment, Arne Duncan went after Republican presidential candidate Rick Perry yesterday on the grounds that Perry hasn’t done enough to improve the schools under his jurisdiction. According to Bloomberg News, Duncan said public schools have “really struggled” under Perry and that “Far too few of [the state's] high school graduates are actually prepared to go on to college.”
I was never a huge Michael Jackson fan, but for some reason his “Man in the Mirror” track just popped into my head as I read this. You see, once upon a time, Arne Duncan was “CEO” of the Chicago Public Schools. During and for some time after his tenure, he was celebrated as having presided over “The Chicago Miracle,” in which local students’ test results had improved dramatically. That fact turns out to have been fake, but accurate. The state test results did improve, but not because students had learned more; they appear to have improved because the tests were dumbed-down.
When this charge was first leveled, I decided to look into it myself, and found that it was indeed justified. There was no “Chicago Miracle.” Arne Duncan ascended to the throne of U.S. secretary of education, at least in part, on a myth. The academic achievement of the children under his care stagnated at or slightly below the level of students in other large central cities during his time at the helm. Seems an opportune occasion for someone to “start with the man in the mirror, asking him to change his ways.”
End ED — From the Left!
It’s no secret that expelling the U.S. Department of Education is something that a lot of libertarians, and conservatives who haven’t lost their way, would love to do. What’s not nearly so well known is that there are also people on the left who dislike ED. Now, they don’t dislike it because it and the programs it administers clearly exist in contravention of the Constitution, or because its massive dollar-redistribution programs have done no discernable good. They dislike it because, especially since the advent of No Child Left Behind, it strong-arms schools into doing things left-wing educators often disagree with or resent, like pushing phonics over whole language, or imposing standardized testing. Many also truly believe in local control of schools, though often with power consolidated in the hands of teachers.
Case in point is a guest blog post over at the webpage of the Washington Post’s Valerie Strauss. The entry is by George Wood, principal of Federal Hocking High School in Ohio and executive director of the Forum for Education and Democracy. He writes:
Everybody dislikes bureaucracies, but for different reasons. The “right” complains they are unresponsive, full of “feather-bedders,” and a waste of taxpayer money. The “left” complains they are unresponsive, full of people who are too busy pushing paper to see the real work, and too intrusive into local, democratic decision-making. Maybe we should unite all this new energy for making government more responsive and efficient around the idea of eliminating a bureaucracy that was probably a bad idea in the first place.
Remember that the Department of Education was a payoff by President Jimmy Carter to teacher unions for their support. Before that, education was part of the Department of Health, Education and Welfare.
That’s where I propose returning it. Here are several reasons why:
First, the current structure of the national Department of Education gives it inordinate control over local schools. The federal government provides only about 8% of education funding. But through through NCLB, Race to the Top, and innovation grants, they are driving about 100% of the agenda. Clearly this is a case of a tail wagging a very big dog.
Second, by separating education from health and welfare, we have separated departments that should be working very closely together. We all know, even if some folks are loath to admit it, that in order for a child to take full advantage of educational opportunities he or she needs to come to school healthy, with a full stomach, and from a safe place to live.
But the federal initiatives around education seldom take such a holistic approach; instead, competing departments engage in bureaucratic turf wars that, while fun within the Beltway, are tragic for children in our neighborhoods.
Third, whenever you create a large bureaucracy, it will find something to do, even if that something is less than helpful. After years of an “activist” DOE, we do not see student achievement improving or school innovation taking hold widely. We have lived through Reading First, What Works, and an alphabet soup of changing programs with little to show for it.
In fact, DOE has often been one of the more ideological departments, engaging in the battles such as phonics vs. whole language. Who needs it?
Who needs it, indeed!
As I have touched upon repeatedly since last week’s election, now is the time to launch a serious offensive against the U.S. Department of Education. I have largely concluded that because of the wave of generally conservative and libertarian legislators heading toward Washington, as well as the powerful tea-party spirit powering the tide. But this is a battle I have always thought could be fought with a temporary alliance of the libertarian right and educators of the progressive left who truly despise top-down, one-size-fits-all, dictates from Washington. There are big sticking points, of course — for instance, many progressives love federal money “for the poor” — but this morning, I have a little greater hope that an alliance can be forged.

I was asked recently by Brandon Dutcher of the Oklahoma Council of Public Affairs to investigate the relationship between spending and student achievement in his state, and to chart the results as I’ve done for U.S. school spending and student achievement. Here it is:

For reasons I’ve never understood, the NAEP test results for students at the end of high-school have never been broken down by state–they’re only reported nationwide–so for the achievement measure I used the ACT. Oklahoma’s participation rate in the ACT is high (between the mid 60s and low 70s), hasn’t fluctuated wildly over time, and is not significantly correlated with its actual scores (I ran a regression to find out), so it’s a reasonable measure. I’ve only carried it back to 1990 because the ACT was redesigned in that year, making the scores discontinuous.
When they see the chart, maybe Oklahoma taxpayers can say: “Owwww! AiYaiYai!”

How the Washington Post Covers Education
Yesterday, the president proposed yet another big increase in federal education spending. The Washington Post quoted ”senior White House officials” as saying that the spending would boost “the nation’s long-term economic health.”
I sent the story’s authors a blog post laying out the evidence that higher government spending hasn’t raised student achievement, and that if you don’t boost achievement, you don’t accelerate economic growth.
Today, there is an updated version of the original WaPo story. It no longer mentions the stated goal of the spending increase. It doesn’t mention that boosting gov’t spending has failed to raise achievement, and so will fail to help the economy.
But it does cite a single non-government source for comment on the president’s plan: the Committee for Education Funding. The Committee is described by the Post as “prominent education advocates,” and as an organization that “represents dozens of education groups.”
Here’s how the CEF itself measures its accomplishments: “The… Committee [has] been very successful in championing the cause of increasing federal educational investment. Through strong advocacy… [it has] won bipartisan support for over $100 billion in increased federal education investment over the last five years.” Its members, if you haven’t guessed already, include virtually every public school employee organization you can name, including, of course, the national teachers unions.
That’s the source, the one source, the Washington Post asked to weigh in on a new federal education spending gambit.
I asked the author of the revised version of the story to comment for this blog post. At the time of this writing, I’ve received no response.
Ben Chavis to Charles Murray: “Bring it”
In an exchange I had with Charles Murray earlier this month, he complained that there was no bulletproof scientific research documenting miraculous improvement in student achievement attributable to great schools like those of Ben Chavis.
At the time, that objection was beside my point, which is that there is copious evidence that competitive market education systems yield very substantial (if not “miraculuous”) improvements over the status quo government monopoly. We don’t need miracles to prove that there is a much better way of organizing and funding schools.
But that wasn’t enough for Ben Chavis. He called yesterday to pass along a proposition to Charles: come perform the research yourself. In fact, Ben offered to put Charles up in his own house.
I don’t know if Charles will go for this, but I wish he would (or find a grad student who will). And here’s why: I think Charles is so skeptical of the results of great schools and teachers because he has not come across any mechanism in his studies that could adequately explain those results. But I contend that there is such a mechanism: a school culture so strong and conducive to academic effort that it can overcome the absence of an academically supportive culture in the home.
If you read Jay Mathews’ wonderful book Escalante, or Ben’s Crazy Like a Fox, this becomes immediately clear. The school environment in these rare cases becomes a much more powerful influence on students’ willingness to work and expectations of success than is normally the case. These great schools tap into a fundamental human desire to belong to a team that offers them support and to which they feel an obligation to be supportive in return. It’s the same impulse that leads soldiers to put their lives on the line for their buddies in combat, and that sustains the insane work ethic in high tech startups.
This is one reason why free enterprise education systems excel all others: they offer the greatest freedom and most powerful incentives for excellent schools to replicate their cultures on a grand scale.
We Are not Seeing the Bell Curve’s Toll
Last week, I posted a chart on this blog showing the percent change in federal education spending and student achievement since 1970 (achievement has been flat while federal education spending has nearly tripled).
After laughing out loud when he saw it, IQ expert and Bell Curve author Charles Murray mused that “such a huge proportion of a child’s educational prospects are determined by things other than school (genes and the non-school environment) that reforms of the schools can never do more than produce score improvements at the margin.”
But consider the accomplishments of Ben Chavis, who spoke at Cato last Friday. When he took over the American Indian Public Charter School in Oakland in 2001, it was the worst school in the district. Under his leadership (imagine a hybrid of Socrates and Dirty Harry), the school’s scores rose dramatically year after year. Within seven years, it had become the fifth highest-scoring middle school in the state — though continuing to enroll a student population that is overwhelmingly poor and minority.
It was not a freak occurrence. Chavis did it again, and again: creating a second AIPCS middle school as well as a high school, both of which are also among the top schools in the state, and both of which also enroll chiefly low income minority students.
Murray has made a compelling case over the years that IQ is real, strongly tied to academic achievement, and determined in significant measure by nature and home environment. But academic achievement is also powerfully determined by schooling. Typical U.S. test score data camouflage the significance of schooling because so many schools are so amazingly bad at maximizing academic achievement — especially for poor minority students.
But Chavis — and others before him and alongside him today — have shown how to do it: instill in the school environment those cultural characteristics necessary for academic success that are missing in the home.
In a free enterprise school system that would automatically disseminate and perpetuate great schools like Ben’s, average test scores would rise dramatically above their current levels. The Bell Curve would be shifted dramatically to the right.
New DOE Study: On-Line Learning Beats the Classroom Kind
The Dept. of Education has just released a study finding that (predominantly college-aged or older) students learn significantly more if their lessons occur at least partly on-line, than if they rack up seat-time exclusively in conventional classrooms (HT: Matt Ladner).
This makes sense. On-line learning usually allows students to progress at their own pace, so as soon as the student’s ready to move on to the next stage, she can. There’s no falling behind the rest of the class, or doodling in your notebook while you wait for them to catch up. So, like performance-based grouping and one-on-one instruction, it’s more efficient than the status quo, which lumps together students by age regardless of their knowledge or performance.
The great irony of this report is that it bears the name, in its frontmatter, of one Arne Duncan, secretary of education. Secretary Duncan had this to say shortly after taking office back in February: “If we accomplish one thing in the coming years, it should be to eliminate the extreme variation in standards across America.”
While the evidence presented by his own Department shows that greater student achievement comes from more individually customized on-line learning, Duncan’s diametrically opposed priority is to homogenize education so that every 10 year old is being taught the same things at the same time.
Fortunately, short of actually outlawing or invasively regulating on-line learning, there’s nothing that anyone can do to stop it from gradually displacing the old model, particularly for high school and older students.
Does Watching Whales Make You a Better Teacher?
Years ago, talking with a public school teacher friend of mine at the end of the school year, she told me how excited she was about her impending orca whale watching outings in the San Juan Islands. Not only would it be a blast, but it would count as a continuing education credit (toward a master’s of education degree, as I recall) that would boost her salary substantially.
Normally, I bite my tongue in such situations. But before I could stop myself I blurted out the question: “Is watching whales going to make you a better teacher?”
The lack of any relationship between education master’s degrees and student achievement is acknowledged in a recent study from the Center for American Progress by Marguerite Roza and Raegen Miller. In fact, Roza and Miller find that states waste $8.6 billion every year paying for master’s degrees that do nothing to improve student performance. Ironically, the state that offers the highest wage bump to teachers who obtain an M. Ed. ($10,777) is my home state of Washington.

The Myth of Arne Duncan’s “Chicago Miracle”
Last week, I blogged about the fact that Chicago students’ NAEP test score gains were modest under Arne Duncan’s leadership, and statistically indistinguishable from the modest gains made in urban districts around the nation. My analysis — which contradicts the rosy impression given by Illinois’ ISAT test – has just been released here.
Secretary Duncan has said that state and district officials should not make inflated claims about student achievement based on misleading state test scores, and has used the NAEP to fact check their claims. He’s right about that.
Duncan’s Donut: The Ed. Sec.’s Impact on Chicago Student Achievement Was Near Zero
For seven months, Secretary of Education Arne Duncan and the media have bombarded us with tales of how Duncan dramatically boosted student achievement as leader of Chicago Public Schools. Based on two new independent analyses, Duncan’s real impact appears to have been near zero.
The usual evidence presented for Duncan’s success is the rise in the pass rate of elementary and middle school students on Illinois’ own ISAT test. But state tests like the ISAT are notoriously unreliable (they tend to be corrupted by teaching to the test and subject to periodic ”realignments” in which the passing grade is lowered or the test content is eased). In January, the Schools Matter blog argued that exactly such a realignment had occurred in 2006.
So to get a reliable measure of Duncan’s impact, I pulled up the 4th and 8th grade math and reading scores for Chicago on the National Assessment of Educational Progress — a test that is much less susceptible to massaging by states and districts. I then compared the score changes in Chicago to those for all students in Large Central Cities around the nation, and tested if the small differences between them were statistically significant. Not one of them is even remotely significant at even the loosest accepted measure of significance (the p < 0.1 level). Chicago students did no better than those in similar districts around the nation between 2002/2003 and 2007, a period covering virtually all of Duncan’s tenure in Chicago.
As I was finishing up this statistical analysis a few minutes ago, I came across a new report by the Civic Committee of The Commercial Club of Chicago. According to the Civic Committee report, the elementary and middle-school ISAT gains touted by Duncan and the media appear to be almost entirely illusory: artifacts of the 2006 realignment. Chicago high school students, who take a different test that was not realigned, perform no better today than they did in 2001 — so whatever real gains did occur in the early grades evaporated by the end of high school.
Writing in the Chicago Tribune a few days ago, columnist Greg Burns touted Duncan’s supposed success as CEO of Chicago Public Schools, and noted that Duncan had good prospects for winning the support of business leaders nationally, as he did in Chicago. But Chicago’s Commercial Club has now concluded that Duncan failed to accomplish what he has claimed, and given that the NAEP scores echo their findings, the education secretary may soon find national business leaders more skeptical as well.
