Tom Ridge on the Bush Administration’s War on Terror
Former congressman, governor, and secretary of the Department of Homeland Security Tom Ridge is a long-time GOP loyalist. But he apparently doesn’t have good things to say about the Bush administration on its vaunted war on terrorism.
A new report on his upcoming book warns:
Tom Ridge, the first head of the 9/11-inspired Department of Homeland Security, wasn’t keen on writing a tell-all. But in The Test of Our Times: America Under Siege…and How We Can Be Safe Again, out September 1, Ridge says he wants to shake “public complacency” over security.
And to do that, well, he needs to tell all. Especially about the infighting he saw that frustrated his attempts to build a smooth-running department. Among the headlines promoted by publisher Thomas Dunne Books: Ridge was never invited to sit in on National Security Council meetings; was “blindsided” by the FBI in morning Oval Office meetings because the agency withheld critical information from him; found his urgings to block Michael Brown from being named head of the emergency agency blamed for the Hurricane Katrina disaster ignored; and was pushed to raise the security alert on the eve of President Bush’s re-election, something he saw as politically motivated and worth resigning over.
This confirms widespread suspicion that the Bush administration’s terrorism initiatives were highly political. It also undercuts the claim that we should trust government to protect us by sacrificing our liberties and giving trustworthy public servants greater discretion.
Cheney vs. Obama: Tale of the Tape
In case you missed it, President Obama and former Vice President Dick Cheney spoke separately today on terrorism and national security. Like two boxers at a pre-fight press conference, they each touted their strength over their opponent. They espoused deep differences in their views on national counterterrorism strategy.
The Thrilla in Manilla it ain’t. As Gene Healy has pointed out, they agree on a lot more than they admit to. Harvard Law professor and former Bush Office of Legal Counsel head Jack Goldsmith makes the same point at the New Republic. Glenn Greenwald made a similar observation.
However, the areas where they differ are important: torture, closing Guantanamo, criminal prosecution, and messaging. In these key areas, Obama edges out Cheney.
Pakistan Troops Pour into Swat Valley
The Associated Press reports that Pakistani troops have taken the fight to militants in the Swat valley, ending a three month truce between the government and Taliban forces.
As I argued in the Washington Times almost a year ago, Pakistani government peace deals with militants have a tendency to collapse. Thus, we shouldn’t be too surprised to see the latest “Shariah for peace deal” in Swat already begin to fray.
With this in mind, U.S. policymakers and defense planners must keep in mind the constraints Pakistani leaders are operating under. After 9/11, Pakistan was caught in an unenviable and contradictory position: the need to ally openly with the United States and the desire to discreetly preserve their militant assets as a hedge to Indian influence.
For example, Maulana Fazlur Rahman, who heads Pakistan’s Islamist political party Jamiat Ulema-i-Islam, led large anti-US, anti-Muaharraf, and pro-Taliban rallies in major Pakistani cities after the U.S. began bombing Taliban strongholds in Afghanistan. JUI and other influential Islamist organizations fiercely criticized Musharraf and the military for aligning with the United States and Pervez Musharraf himself was condemned within Pakistan for aligning with America in the war on terror. This dynamic has not gone away.
Obama’s First 100 Days: Mixed Record on Foreign Policy

President Obama deserves credit for making a few modest changes in U.S. foreign and defense policy, and he has signaled a desire to make more fundamental shifts in the future. Some of these may prove helpful, while others are likely to encounter problems. In the end, however, so long as the president is unwilling to revisit some of the core assumptions that have guided U.S grand strategy for nearly two decades — chief among these the conceit that the United States is the world’s indispensable nation, and that we must take the lead in resolving all the world’s problems — then he will be unable to effect the broad changes that are truly needed.
Ted Galen Carpenter, Vice President Defense & Foreign Policy Studies; Christopher Preble:
On the plus side, Obama moved quickly to fulfill his most important foreign policy promise: ending the war in Iraq. That said, the policy that his administration will implement is consistent with the agreement that the outgoing Bush administration negotiated with the Iraqis. Given that the war has undermined U.S. security interests, and our continuing presence there is costly and counterproductive, Obama should have proposed to remove U.S. troops on a faster timetable.
Malou Innocent, Foreign Policy Analyst:
The jury is still out on the other major, ongoing military operation, the war in Afghanistan. That mission is directly related to events in neighboring Pakistan, which is serving — and has served — as a safe haven for Taliban supporters for years. President Obama deserves credit for approaching the problem with both countries together, and also in a regional context, which includes Iran, as well as India. Still unknown is the scope and scale of the U.S. commitment. President Obama has approved a nearly 50 percent increase in the number of U.S. military personnel in Afghanistan. Some have suggested that still more troops are needed, and that these additional troop numbers might prevail for 10-15 years. That would be a mistake. The United States should be looking for ways to increase the capacity of both Afghanistan and Pakistan to confront the extremism in their countries, and should not allow either to grow dependent upon U.S. military and financial support.
Christopher Preble and Ted Galen Carpenter:
On Iran, President Obama made the right decision by agreeing to join the P5 + 1 negotiations, but that is only a first step. The two sides are far apart and President Obama has not signaled his intentions if negotiations fail to produce a definitive breakthrough. Sanctions have had a very uneven track record, and are unlikely to succeed in convincing the Iranians to permanently forego uranium enrichment. If the Iranians are intent upon acquiring nuclear weapons, military action would merely delay Iran ’s program, and would serve in the meantime to rally support for an otherwise unpopular clerical regime, and a manifestly incompetent president.

A related problem is North Korea‘s ongoing nuclear program, an area where the president and his team seem to be grasping for answers. President Obama was mistaken if he believed that that the UN Security Council would render a meaningful response to Pyongyang’s provocative missile launch. It was naive, at best, for him to believe that even a strong rebuke from the UNSC would have altered Kim Jong Il’s behavior. The president must directly engage China, the only country with any significant influence over Kim. The North’s reckless and unpredictable behavior does not serve Beijing’s interests.

Obama and Defense Secretary Robert Gates are correct to apply greater scrutiny to bloated Pentagon spending, and to terminating unnecessary weapon systems, but the budget will actually grow slightly, at a time when we should be looking for ways to trim spending. If President Obama decided to avoid Iraq-style occupations, we could cut our ground forces in half. If we stopped planning for near-term war with China or Russia, the Air Force and Navy could be much smaller. Unless we commit to a grand strategy of restraint, and encourage other countries to provide for their own defense, it will be impossible to make the large-scale cuts in military spending that are needed.

Two other quick points. President Obama has moved away from some of the overheated rhetoric surrounding counterterrorism and homeland security, including dropping the phrase ‘War on Terror”. This was the right approach. The language surrounding the fight against terrorism is as important — if not more important — than the actual fight itself. Equally useful is his pledge to close the detention facility at Guantanamo Bay and his renunciation of the use of torture and other illegal means in the first against al Qaeda. These steps send an important message to audiences outside of the United States who cooperation is essential.

President Obama has signaled a slight change on US-Cuba policy by softening some travel and financial restrictions. It is not as far as we would have liked, but it is a step in the right direction — toward greater engagement, as opposed to more isolation, which was the approach adopted by the Bush administration.

What Is a “Fifth Column” Anyway?
@RadleyBalko points to a Washington Examiner column in which Jim Kouri, Vice President and Public Information Officer of the National Association of Chiefs of Police, says that Obama administration policy changes with regard to the “global war on terrorism” allow “suspected Fifth Column-type groups . . . to make symbolic demands on agencies such as the Federal Bureau of Investigation and the Central Intelligence Agency.” He says the Council on American-Islamic Relations has called on the FBI to confirm or deny that a number of Long Island mosques are under law enforcement surveillance.
It’s hard to find the answer to the first question this raises: “So what?” Kouri does not make the case he implies: that something sinister lurks because this group, having a suspicion of something they see as wrongdoing, asks the agency in question whether it’s happening or not.
But the piece raised another question for me: “What’s a ‘Fifth Column,’ anyway?” The expression has been around forever, but what does it really mean?
Ahead of the Siege of Madrid in the Spanish Civil War, a general under Francisco Franco claimed that he would take the city with the four columns of troops under his command and a “fifth column” of nationalist sympathizers inside the city.
The city never fell to the nationalists, but fear of this “fifth column” caused the Republican government under Francisco Caballero to abandon Madrid for Valencia and it led to a massacre of nationalist prisoners in Madrid during the ensuing battle.
So a “fifth column” is not so much an insidious group of spies or traitors as it is the threat of such a group which causes the incumbent power to miscalculate and overreact. That doesn’t clear up what Kouri is trying to get across, but it does have the air of unintended confession.
What’s Wrong With The Title of This Event?
A May 1st Federalist Society lunch will feature William Kristol, Editor of the Weekly Standard speaking on “The Obama Administration and the War on Terror.” Hopefully, it will be a fair-minded inquiry into the utility of the “war” metaphor for combating and suppressing terrorism.
The CIA Is Not the Nation’s Security
Michael Hayden went on Fox News Sunday this week, fiercely objecting to the Obama administration’s release of Bush-era memos regarding “enhanced interrogation techniques.” He and three other former CIA directors objected to the release.
That common front might draw the memo release into doubt if it wasn’t a given that CIA directors are always going to defend the interests of the CIA.
Hayden trotted out the tired “war” on terror metaphor. This framing may be exciting to him and his colleagues, but it is strategic error to address terrorism this way, and the American public chose a presidential candidate last November who campaigned to emphasize hope over fear. Intoning about war did not help Hayden’s case.
The heart of his argument was that release of the memos would allow our enemies to train for “enhanced interrogation techniques” and that we would lose the benefits of those techniques. But a telling moment came when he shifted his argument:
There’s another point, too, that I have to make, and it’s just not the tactical effect of this technique or that. It’s the broader effect on CIA officers. I mean, if you’re a current CIA officer today – in fact, I know this has happened at the agency after the release of these documents – officers are saying, “The things I’m doing now – will this happen to me in five years because of the things I am doing now?”
Moving from tactical considerations to the “broader effect,” Hayden spoke of how the memo release would chill CIA activity. That’s not irrelevant, but it’s not the broader effect that matters: the strategic effect of using torture in counterterrorism activity. Like the myopic critic I wrote about in my post last week, Hayden is not focused on countering the strategic logic of terrorism, but on defending the interests of the agency he headed.
Chris Wallace showed a brief clip of White House press secretary Robert Gibbs criticizing “enhanced interrogation techniques” on a strategic level: “It is the use of those techniques . . . in the view of the world that [has] made us less safe.” Being a secretive torturer drives allies away from the United States.
Hayden didn’t get it, answering, “Most of the people who oppose these techniques want to be able to say, ‘I don’t want my nation doing this,’ which is a purely honorable position, ‘and they didn’t work anyway.’ That back half of the sentence isn’t true.”
Against the argument that the use of torture is strategic error, Hayden responded, “But it works!” Arguing its tactical utility does not meet the strategic case against torture.
And Hayden was well back on his heels when asked whether Khalid Sheikh Mohammed was waterboarded 183 times in one month.
Hayden is a fierce defender of the CIA. The CIA provides some elements of the nation’s security. But the CIA is not the nation’s security.
David Axelrod Isn’t a Parrot
So why would he talk like one?
On Fox News Sunday this week, Obama Senior Advisor David Axelrod spoke with Chris Wallace about nuclear non-proliferation, saying, among other things:
[President Obama] wants in the next four years to lock up the loose nuclear weapons that are scattered around Eastern Europe, that could fall into the hands of terrorists. And, of course, that is the big threat. That’s why we have to step up the pace. This represents an existential threat and we need to meet it.
Controlling any loose nukes is important, but the chance of them being used by terrorists is exceedingly small, and it is not an existential threat.
For too long, U.S. national leaders have perpetrated the error of speaking about terrorist threats as “existential” when they are not. Talking this way needlessly riles the U.S. public and thrills would-be or wannabe terrorists the world over. When U.S. leaders donate awesomeness to terrorism, the disenfranchised simply have to join a terror group or make empty threats to impact our discourse, policy, and quality of life.
David Axelrod didn’t need the makeweight argument of terrorist access to justify controlling loose nukes.
(Axelrod’s error was made on the road, from a different time zone. To damn him with faint praise, he comes up looking pretty good compared to Newt Gingrich, who issued spectacularly inconsistent positions from the comfort of the Fox News studio: Gingrich first criticized the Obama Administration for avoiding “war on terror” rhetoric, then sought small-government credibility by criticizing Obama’s budget as the largest non-wartime increase in history. There is no such thing as a limited-government war-monger, and Gingrich should not modulate between treating the country as “at war” or “not at war” within a single television appearance.)
Translation: “No”
On Fox News Sunday this week, Chris Wallace asked Secretary of Defense Robert Gates about the capability of Al Qaeda to mount attacks on the United States:
The President said that Al Qaeda is actively planning attacks against the U.S. homeland. Does Al Qaeda still have that kind of operational capability to plan and pull off those kinds of attacks?
Gates: They certainly have the capability to plan . . . .
Gates went on to discuss how Al Qaeda has arguably “metastasized,” with elements appearing elsewhere in the world, uncontrolled by Al Qaeda in Western Pakistan, but trained and inspired from there. He told Wallace that he thought Al Qaeda is “a very serious threat.”
But, the “capability to plan”? Who in the world doesn’t have the “capability to plan”? The better answer to Wallace’s question would have been “No.”
What Gates described is an Al Qaeda very different from the one that attacked the United States on 9/11. It’s more an idea than an organization, an idea that America-haters the world over are drawn to when American leaders tout Al Qaeda as a top threat. Anyone around the world can declare themselves a part of “Al Qaeda” and most of our media and political leaders will believe it, becoming needlessly fearful just because of the label.
With the focus on Afghanistan and Pakistan this week, President Obama and Secretary Gates had to discuss Al Qaeda. But they could have done more to show world audiences that Al Qaeda is weakened, and that terrorism is a weaker tool against the United States and the West than it was.
While maintaining the vigilance necessary to prevent any attack, issuing these more moderate kinds of communications would reduce the attractiveness of terrorism to potential terrorists. Smarter, more subdued communications is as important a part of strategic counterterrorism as directly fighting today’s terrorists.
Later in the interview, Gates smartly deflected Wallace’s questions about how the new administration eschews “war on terror” rhetoric. Nicely done.
An Intellectual Counterinsurgency
My friend (and noble peacemaker) Spencer Ackerman points us to Tom Ricks’ take on the Army’s new stability operations manual:
I wonder if the very title of the manual is incorrect. After all, we didn’t invade Iraq to provide stability, but to force change. Likewise in Afghanistan. And once we were there, we didn’t aim for stability, but to encourage democracy, which (the thought is not original with me) in a region like the Middle East generally undermines stability. I mean, if all we wanted was stability, why not find a strongman and leave?
What we really are doing in Iraq and Afghanistan, I think, is instability operations… Personally, I think the mission of changing the culture of Iraq was nuts — but that was the mission the president assigned the military.
I think a more intellectually honest title for the manual would be “Revolutionary Operations.” Don’t hold your breath.
Ricks is right, but he misses a larger problem. The argument of the folks who want to develop COIN capabilities has become completely circular.
Take, for example, the worry of Lt. Gen William Caldwell, in unveiling the original release of FM 3-7, that we live in an “era of uncertainty and persistent conflict.” Accordingly, says Caldwell, we need capabilities to produce stability. Hence, the stability operations field manual.
This elides the fact that if we had to take an impartial look at where the instability is coming from, a hell of a lot of it is emanating from Washington, DC. Our Rube Goldberg political science theories, based in large part on liberal international relations theory, have led us to knock over governments and pursue radical transformation everywhere from Latin America to Eastern Europe to the mountains of Central Asia, the jungles of Vietnam, and the sands of Iraq.
Then, when confronted with the wreckage of our policy, we convince ourselves that we are gravely threatened by the instability we have created, and must enhance our capabilities to rectify this instability. Less kindly, it’s like the Tennessee Valley Authority with guns, Humvees and translators.
Look at the new “whole-of-government” counterinsurgency guide, for example. The issuance of the volume was predicated on the logically-true-but-practically-misleading claim that “in today’s world, state failure can quickly become not merely a misfortune for local communities, but a threat to global security.” (emphasis mine) The COIN manual then quickly proceeds to tell us that any decision to do COIN “should not be taken lightly; historically COIN campaigns have almost always been more costly, more protracted and more difficult than first anticipated.” Then it quickly becomes a cookbook on how to use the Agriculture, Treasury, and Transportation Departments to transform the way foreigners run their countries.
My colleague Ben Friedman recently remarked that “Both Creighton’s Abrams’ reforms ensuring that the president had to activate the reserves to start a war and the Weinberger-Powell doctrine were sneaky usurpations of authority. They were also realistic efforts to avoid bad wars and on balance good things.” He’s right. It would be good if we were devoting a tenth the resources toward stopping the next policy disaster as we are devoting to figuring out how to execute self-destructive policies more effectively.
In short, if, as the leading COIN advocate of the moment tells us, the best way to fight the “war on terrorism” is by engaging in a “global counterinsurgency,” we’re in deep, deep trouble. As long as the only people who can stop us are ourselves, I’m afraid we won’t be stopped.
Power, as Karl Deutsch once wrote, is “the ability to talk instead of listen. In this sense, it is the ability to afford not to learn.” And we’ve got loads of power.
Thursday Podcast: ‘Bureaucratic Inertia and Fighting Terrorism’
Regardless of whether the threat of terrorism is still real and eminent, bureaucratic inertia will keep the so-called war on terror on auto-pilot for years to come, says John Mueller, professor of political science at Ohio State University.
Author of the book, Overblown: How Politicians and the Terrorism Industry Inflate National Security Threats and Why We Believe Them, Mueller spoke at Cato’s January Counterterrorism conference. In Tuesday’s Cato Daily Podcast, he discusses why terrorism is no longer the prominent issue in the nation and how the government should react to the perceived threat:
My concern is that the threat that we’re trying to protect ourselves against has been massively exaggerated. Al Qaeda consists of about 150 people riding around in the hills in Pakistan…It’s not clear, in fact, that Al Qaeda has done anything really since 9/11 except put out a lot of videos…Mostly, Al Qaeda has not really done much of anything except do a lot of publicity for itself.
